Federal Context • $7.2 billion through American Recovery and Reinvestment Act of 2009 • Dept of Agriculture's Rural Utilities Service (RUS) • Dept of Commerce's National Telecommunications and Information Administration (NTIA) • To expand broadband access to un-served and underserved communities across the U.S. in order to: • Increase jobs • Spur investments in technology and infrastructure • Provide long-term economic benefits. www.iwantbroadbandnh.org

Federal Context • RUS Broadband Initiatives Program (BIP) • Loans/grants for broadband infrastructure projects in rural areas • NTIA Broadband Technology Opportunities Program (BTOP) • Grants to fund broadband infrastructure, public computer centers and sustainable broadband adoption projects. • Projects funded in each state, 5 territories, District of Columbia • NH Broadband Mapping and Planning Program (NHBMPP) • Network NH Now www.iwantbroadbandnh.org

State Context - NHBMPP • NH Broadband Mapping and Planning Program (NHBMPP) • Effort to understand current broadband landscape and encourage expanded broadband adoption and utilization • 2 Primary focus areas: • Collecting accurate data on availability, speed, and location of broadband • Supporting the efficient and creative use of broadband technologies to better compete in the digital economy • University of NH in partnership with: • 9 Regional Planning Commissions • NH Office of Energy and Planning • NH Dept of Resources and Economic Development • NH Community Development Finance Authority • UNH Cooperative Extension www.iwantbroadbandnh.org

State Context – NHBMPP Mapping Program • Goal: Map broadband availability by type of technology and speed in order to identify areas served as well as areas un-served/underserved in the state • Based on data submitted by 50+ active service providers in NH • Data aggregated to census block geography for analysis and display • Multi-source data verification methodology utilized • Data collected and processed by UNH • Submitted to NTIA on a 6-month cycle • Included in National Broadband Map

Regional Context - NH Fast Roads LLC • Partnership of Monadnock Economic Development Corporation, NH CDFA, 34 Monadnock Region municipalities, WCNH.net (8 Upper Valley Municipalities) • Goal is to help ensure businesses, institutions, and residents of the region have the right infrastructure to support jobs and sustainable economic development • Building open access middle and last mile network that aggregates demand for entire region • “Middle-mile” fiber to 22 communities and 220 community anchor institutions • “Last-mile” fiber to ~1300 businesses and residents of Rindge and Enfield www.iwantbroadbandnh.org

Regional Context – Southwest Region Broadband Planning • Utilizes the data development, inventory and mapping components of the NHBMPP • Begins in calendar year 2011 and extends through 2014 • Makes use of Regional Broadband Stakeholder Groups (BSG) • Coordinated by NH’s RPCs www.iwantbroadbandnh.org
