  3. Foster Care Youth • Budget Proviso 5A.21 – Foster Care youth attending an eligible higher education institution in S.C. are eligible for additional Need-based Grants funding of up to $2,000 above the $2,500 maximum.

  4. Identification62-470 (F) • Students who may be eligible under this provision must self-identify. • Contact the institution • Provide official verification to the institution (verification of DSS status is only needed one time). • Acceptable verification shall include a letter from DSS; or • Foster Care Waiver Form to be completed and submitted to CHE.

  5. Identification • As CHE continues to work with DSS, self-identification may not be necessary. • Goal: A more streamlined process whereby CHE notifies Institutions of the Foster Care youth.

  6. Eligibility & Continued Eligibility Requirements All Foster Care youth must meet the eligibility and continued eligibility requirements to receive the Need-based Grant and the additional grant.

  7. NBG Awarding ProcessSection 62-470 (F) Need-based Grants are to be used only towards payment for the cost-of-attendance as defined by Title IV Regulations.

  8. NBG Awarding ProcessSection 62-470 (F) Institutions must give first priority and award the maximum allowable NBG to Foster Care youth who are in the custody of DSS. • This may include Foster Care youth who have aged out of the system. • $2,500 if full-time (12+ credit hours) • $1,250 if part-time (6-11 credit hours)

  9. Additional NBG Funding/Award Amount • Additional NBG money (separate from the NBG allocation) • $100,000 • Divided equally to eligible Foster Care youth = Award amount • Award amount may vary each year

  10. Reporting of Data • Foster Care Recipients are reported with Scholarship/Grant Disbursement Data • Separate record for the student • Data Type = “F” • Amount Awarded = Based on allocation as explained in previous slide • The reporting of the need-based portion follows current procedures

  11. Institutional Disbursementof Additional NBG • Institutions must submit a separate invoice for the additional NBG indicating the name of each Foster Care youth to: Jeff Richards Internal Operations S.C. Commission on Higher Education 1333 Main Street, Suite 200 Columbia, SC 29201 • $1408 ($100,000/71 eligible Foster Care youth for FY07/08)

  12. NBG Institutional DisbursementSection 62-490 • Institutions will identify award amounts, which cannot exceed $1,250 per eligible part-time and $2,500 per eligible full-time student per academic year. • NBG may not be applied to a second bachelor’s degree. • Verification of enrollment and year-end reconciliation report to CHE prior to June 30th. (Reported as adjustments with the summer disbursement process.)
