What is ARRA? • Funding from the American Recovery and Reinvestment Act (ARRA) • Extensive reporting requirements • Unprecedented level of transparency • Implementing guidance was outlined in Section 1512 of the ARRA • http://www.whitehouse.gov/omb/assets/memoranda_fy2009/m09-21.pdf • Data submitted by JHU is available to the public at www.recovery.gov
Reporting Overview • Reports are due quarterly for the periods ending 3/31, 7/31, 9/30, and 12/31. Reports must be submitted no later than the 10th day after the end of each quarter. • Reporting is cumulative. • Sponsored Projects Shared Services (SPSS) is responsible for gathering data from BW and department users, formatting reports and report submission. • A database tool was developed to streamline the data collection process for JHU.
Using the Database • Login to the database at: • http://ssc.jhu.edu/sponsoredprojects/arra.html • Authenticate using a JHED ID and password. • Users have broad access to the data, no security is required at the cost center level.
Search Options • Wildcard feature for grant, cost center, and award ID searches. • ARRA Status: • All – All awards in the database • Pre-Review – Initialization status • Pending Review – Database entry has been saved but not submitted • Reviewed – All required fields have an entry and entry has been submitted
Search Results • Search results include: • Grant Master Data • Inception to Date (ITD) expenses, updated nightly from a BW feed • ARRA status • Principal Investigator & Administrator • Updated by field • 3 fields for updates and review by department users
Department Data Requirements • Project Status: • Not Started • Less than 50% • More than 50% • Fully Completed • Award Description – 4000 character maximum. • Project Description – 2000 character maximum. • Fields will be pre-populated with data from the prior quarter. • For initial reporting on new grants, project status will default as not started and descriptions will be blank.
Conclusion • Database entries are due by the end of the calendar quarter: 12/31, 3/31, 6/30, and 9/30. • If no changes to department fields are required, users must still click on “Submit” to update the ARRA status to “Reviewed.” • Have questions? • http://ssc.jhu.edu/sponsoredprojects/arra.html • Email sponsoredprojectsqc@jhu.edu
