  2. What conflicts might arise from these two attributes? Are conflicts inevitable or might we through planning, design, construction and occupancy practices achieve coexistence or even integration? SECURITY SUSTAINABILITY Secure and Sustainable A Balancing Act? Maybe not.

  3. Discuss Pentagon experience through events and achievements over the past decade • Present Security and Sustainability as mutually inclusive in the Pentagon’s: • Recent past • Present • And Future • Present personal observations and lessons Objectives

  5. For both Security and Sustainability: • Compliance First, then pursue Model achievements and behavior • Maintain and Improve The new millennium brought with it the 9/11 attacks. Significant emphasis on Security and Anti-terrorism changed the management of federal facilities. Security Emphasis

Current Policy reflects a focus on Antiterrorism and Force Protection Requirements • Increased stand-off distance requirements to protect against moving or stationary vehicle bomb threat • Robust Construction Requirements For New Facilities • Blast resistant windows and exterior doors • Reinforced exterior doors • Utility Distribution And Installation • Interior routing of all critical/fragile utilities • Redundancy of critical facilities • Emergency back-up systems • Mass Notification Systems • Vehicle Barriers • Access Control Point Systems Current Defense Security Policy

Goals • Bring reservation into compliance with environmental requirements • Meet legal requirements of National Environmental Policy Act and Executive Order 13148 ‘Greening of Government Through Leadership in Environmental Management ‘ • Improve LEEDS certification status • Minimize paved areas • Decrease heat islands • Improve microclimate • Aid energy conservation • Add green land area and roofs to treat and retain water runoff • Improve existing storm water management effectiveness • Mitigate need for adding storm water infrastructure • Improve visual appearance and quality of life PENTAGON RESERVATION MASTER PLAN SUSTAINABILITY

Develop the Pentagon as a Model of Security: • Install the best systems • Incorporate the best procedures • Train and equip the best police force and security professionals • Insure compliance with regulations and exceed them • and Sustainability: • Continue pursuit of LEED certification for all construction and interiors • Emphasize renewable energy sources • Develop the Pentagon as a high performance sustainable building • Improve energy efficiency to obtain additional LEED points for higher ratings/certifications • Develop a LEED Existing Building program to focus on the policies and operations governing the overall building • Continue green operations Pentagon Long-Term Strategy

The Mark Center provides an example of how to combine Antiterrorism Standards with “Green” Policy • Built to UFC Standards • Located in the Urban Core of Alexandria, VA • Implements newest energy-efficient systems and strategies for utility delivery • Consolidates Government presence to reduce carbon footprint • Being built to LEED Gold standards BRAC 133 Project at Mark Center

Provides an example of how to combine Antiterrorism Standards with Green Policy in a leased location • Being built as part of a development that is participating in the LEED Neighborhood Design (ND) pilot program. Developer is looking to achieve Gold certification. • Building site will be a remediated brownfield • First ATFP compliant building in Arlington, VA • DARPA investigating ways to reach Gold or Platinum LEED certification beyond the GSA and DoD requirement of Silver Certification DARPA Project in Ballston

Security and Sustainability are not incompatible • Build your plans with the both as requirements • The strength of relationships between professionals is critical • Strong committed leadership is required • Approach solving the challenges from multiple angles • 9/11 lessons • Give people the means get out – pathways and directions • Blast windows and wall reinforcements work • The Pentagon is a tough old dame   • Emergencies and crises happen. Prepare, Respond, Recover, and Mitigate. Review your strategies against lessons learned, but if you have a good plan return to your path. If you do need to change the plan, don’t sweat it. Retain the best and reflect on the lesson. • People of good will with creative minds and common vision are critical to success Lessons Learned
