  1. Sustainable EMS: A Corrective Action Tracking System Strategic Petroleum Reserve Assessment Tracking System (ATS) DynMcDermott Petroleum Operations Co. DOE/EFCOG EMS Workshop March 9, 2005 David Folse

  2. Requirements • DynMcDermott (DM) has had an EMS since May 19, 2000, validated by external certification to ISO 14000 • Certification was renewed in May of 2003 and is valid until 2006 • Voluntary guidance for 450.1, published in October 2003 by EH-41, addresses integration of the EMS and the Safety Management System (SMS) • Previous DM integration resulted in a single Integrated Management System

  3. Requirements • DM ISM Umbrella encompasses • Environmental Management System (ISO 14001) • Quality Management System (ISO 9001-2000) • Safety Management System • works cooperatively with the Integrated Safeguards and Security Management System (ISSM) • All have requirements for Management Review and Continuous Improvement • Comprehensive support tools are essential for sustainability • Efficient integration of the tools is critical • The Assessment Tracking System (ATS) is one such tool

  4. Integrated Assessment Tracking for Multiple Programs • DynMcDermott Organizational Assessments (OA’s) • DOE On Site Management Appraisals • Emergency Management Drills and Exercises • Security Oversight Inspections • HAZOPS • External Reviews/Appraisals • Malcolm Baldrige • ISO 14001 Surveillance Audits • ISO 9001 Quality Management System Certification Audit • VPP Annual Self-evaluations • EPA's National Environmental Performance Track Program

  5. System Overview • All findings are entered into the SPR Assessment Tracking System (ATS) • Status updated monthly until the responsible assessor (initiator) approves closure • System documents the finding, a current status, the “owner,” the root cause, the assessed risk, and the Corrective Action Plan (CAP). • In order to close a finding, completion of the CAP has to be verified and accepted by the initiator. DOE also verifies closure. • Integrated across all departments

  6. Efficiency Gains from Integrated System • Reduced input time by automating several previously manual tracking and reporting systems • Reduced errors with single initial input by assessing organization and updates directly into system by responsible individuals • Status information available in real time • Consistent follow-up mechanism in place • Reduced training, software support, data backup and system security needed due to single system • Enhanced recognition of output and results across multiple departments and levels of management

  7. Simple secure access to all previous findings and corrective actions Single database allows searches and sorts across all departments for summary reporting and trend analysis Standardized format still incorporates individual program requirements Pull down choices and customized reporting StandardizationPrevents Problems from Recurring

  8. System Options • 20 Assessment ID’s (Programs) • 261 Assessors • 49 Disciplines • 86 Organizations (Depts.) • 17 Risk Codes • 7 Status Codes

  9. Example - Data Summary DM OA Findings – All Sites – By FY Number of Organizational Assessments Conducted 5 FY2002 FY2003 FY2004 Total Number of Findings 179 136 190* Total Number Open in Mid-October 41 (23% 18 (13%) 55 (30%) Total Number Closed in Mid-October 138 (77%) 118 (87%) 135 (70%) Total Ranked as High Risk 0 0 0 Total Ranked as Medium Risk 0 0 0 Total Ranked as Low Risk 179 136 190 *Note that many Action Tracking System (ATS) entries contain more than one finding.

  10. System Continuous Improvement • Evaluating replacement systems especially web-based • More robust trend analysis • Improved graphical interface for reporting
