  1. Site Inspections on Linear Projects:Quality Control & Corrective Actions Construction Site Management Recertification U of M Erosion and Storm Water Management Certification Program 2013/2014 Dwayne Stenlund, MSc, CPESC Minnesota Department of Transportation Office of Environmental Stewardship

  2. CSM Quality Control Program Requirements • Document pollution prevention work • Develop a site specific, task specific SWQ pollution prevention plan • Amend the pollution prevention plan • Document changes to the PP plan (in writing) • Salvage all topsoils for all soil disturbances • Protect vegetation • Fix what you wreck • Prevent spread of terrestrial and aquatic invasive species • Stabilize disturbed soils • Defend the project perimeter and where the water goes • Employ good housekeeping standards • Do not cause a nuisance condition • Trackout, dewatering, dusts

  3. Daily/Weekly Action Items • Remove collected/accumulated sediments • Restore function of installed BMPs • Amend non-functional areas (BMP failures beyond performance limits) with upgrades, modifications or redundancy • Stabilize exposed soils • Perform good housekeeping (first impressions) • Plan for next weeks’ work • Write it down

  4. Written NPDES Inspections • When it rained, and how much • Time of last work • Exposed slopes • Exposed last 200 ft from points of discharge • Exposed remaining ditch • Where water leaves the project • Where sediment leaves the project • Work edges • Storm drain Inlets • Trackout/Exits • General condition of work areas • Laydown yards • Trash, chemicals, fluids, portable facilities, concrete • Equipment leaks • General Condition of the installed BMPs

  5. Look at the big picture

  6. What & Where are the Risks? • Identify them • Develop action plan • Routinely inspect for conformance to permit and contract provisions • Daily, weekly, after rain events, after work of subcontractors • Correct deficiencies • Finish location, 200 feet around

  7. Where does the project drain? • Includes how the water gets there

  8. Plans are not always clear • Make them clear by asking questions • Bring errors and deficiencies to the attention of the engineer • Amend the plan

  9. Standard or Custom Form • Use as many sheets as necessary to document field conditions

  12. Actions & BMP Frequency LAYDOWN YARD/STAGING AREA WRITTEN INSPECTION REPORTS (at least 18) EROSION CONTROL APPLICATIONS (at least 7, assuming work not near impaired or special waters) SEDIMENT CONTROL APPLICATIONS

  13. BMPs Kept in a Functional Condition

  14. BMPs installed in a timely manner • Sediment control, and • Erosion control, and • Good housekeeping

  15. Anticipate Timing Issues

  17. Always the 200 foot rule: • Last 200 linear feet from points of discharge • Stabilized within every 24 hours of disturbance action

  18. SWPPP ID Number

  22. Definition of Success • It works. • Owner budget kept on track • Contractor made money. • No one hurt. • I cannot tell you where there.
