SWACHH BHARAT MISSION-GRAMIN • Swachh Bharat Mission-Gramin was launched by Hon’ble Prime Minister of India on 2nd October, 2014 with the aim to achieve “Swachh Bharat” by 2019. • The objectives of the scheme are as under: • Bring about an improvement in the general quality of life in the rural areas, by promoting cleanliness, hygiene and eliminating open defecation. • Accelerate sanitation coverage in rural areas to achieve the vision of Swachh Bharat by 2nd October 2019. • Motivate Communities and Panchayati Raj Institutions to adopt sustainable sanitation practices and facilities through awareness creation and health education. • Encourage cost effective and appropriate technologies for ecologically safe and sustainable sanitation. • Develop a Community managed sanitation systems focusing on scientific method of disposal of Solid & Liquid Waste.

POLICY DECISION AT THE LEVEL OF STATE GOVERNMENT In the 1st meeting of Governing Body of Haryana State Swachh Bharat Mission held on 05-07-2016 under the Chairmanship of Hon’ble Chief Minister, Haryana, a policy decision was taken to discourage the immediate release of incentive money for construction of toilets, and linked it to the achievement of ODF status in time bound period.

  4. SANITATION COVERAGE *Reason for increase in the sanitation coverage was decision of the State Government to pay incentive on achieving the ODF status plus involvement of elected representatives and various stakeholders.

  5. CLUSTER BASED APPROACH Cluster based approach was adopted by the State to achieve the status of ODF by June, 2017. Cluster approach refers to a cluster of 2000 households i.e. 4-5 GPs (may be more or less according to number of households) in proximity to each other in a block, where a team of 3-4 motivators with the guidance and support of Block Coordinator deputed for about 6 weeks (1.5 month) to work intensively and withdrew after the cluster had achieved ODF status & then to take up another cluster of GPs. Incentive to these teams was linked with outcome i.e. ODF status of the Cluster. Approximately Rs. 60,000/- paid to the teams of 3-4 persons.

IEC/IPC ACTIVITIES CONDUCTED TO ACHIEVE THE ODF STATUS The following IEC/IPC activities were conducted at District/ Block/ GP level by involving Gram Sachives, Anganwadi workers and ASHAs, SHGs, school teachers/ BDPOs/ CDPOs and XEN/ SDOs (PR). • Community mobilization through appropriate triggering tools to prepare a village level ODF plan with time line • Follow up with Community and elected representatives of PRIs • Formation and strengthening of NigraniSamities comprising of natural leaders/ volunteers • Group meetings/ community meetings • Gram Sabha/ Panchayats meetings • Swachhta Rallies and School competitions on sanitation • Night stay programs

IEC/IPC ACTIVITIES CONDUCTED TO ACHIEVE THE ODF STATUS • Exposure visits • Door to door campaign to promote usage of toilets and personal hygiene • ODF declaration and Celebration to honour the sanitation champions & Gram Panchayats. • Use of print & electronic media to spread the message on sanitation among the masses • Use of Social media to spread the message on sanitation among the masses • In addition to above, all lines department were actively involved in the ODF campaign and Officers of various departments were designated as Nodal Officers of cluster of GPs.

AWARDS SCHEMES The following two award schemes also played an important role to create the sense of competition between the Gram Panchayats. • SwarnJayanti Award for Sanitation Scheme: An award of Rs. One Lakh as incentive to one village at Block / District level every month. • Haryana State GraminSwachhtaPuraskar Scheme to give incentive @ Rs.1 Lakh to GP; 5 Lakhs to PS and 20 Lakhs to ZP on achieving the status of ODF

  9. Open Defecation Free Status Haryana State has been declared as ODF on 22-06-2017. Few photographs showing involvement of community.

HOW TO SUSTAIN ODF? • Involvement of Social Organization • Identification of sites used for open defecation particularly near railway track • Centralized complaints monitoring system at State level • Setting up of helpline at state level and district level • Creation of an App for tracking/ monitoring of resource persons. • Setting up of complaints box for Swachh Bharat Misison specifically at each block • Quick disposal of complaints of open defecation to ensure sustainability • Provision of Mobile toilets on demand at specific sites like brick-klin, sites of construction of housing societies and at places of religious congregation

  12. HOW TO SUSTAIN ODF? • Regular morning & evening follow up by NigraniSamiti & Gram Panchayat • Intensive IEC activities at village level by way of various triggering tools for sustainable behaviour change. • Regular Capacity building/ training programme of various stakeholders on sustainability of ODF status. • Distribution of IEC material focusing on ODF sustainability. • Exposure visit to best practices and success stories (inter-state/inter-district) • Strengthening of Village NigraniSamiti/ Village Cleanliness Committee by organizing capacity building programmes. • Active involvement of Elected Representatives, Volunteers, Social organization, Political Leaders and other stakeholders viz. ASHA,ANM,AWW,SHG, NSS, NCC, Youth Club etc. • Sanitation champions/swachhagrahi need to be honored/awarded. • Selection of right and cost effective technology of IHHL (Twin leach pit).

  13. The Concept of Seven Star Village The state of Haryana has started a scheme for the villages called Seven Star Village. The scheme intends to generate a sense of competition among the villages and that is to be assessed on various parameters. The performance of the Gram Panchayats in sustaining the ODF status is going to get reward marks to the village and help them win a White Star. The other parameters are as follows: A. Pink Star for Outstanding performance in improving sex ratio B Green Star for Environment protection C White Star for Cleanliness Related activities including Sustaining ODF D Saffron Star for Crime free Villages GP Efforts for minimising Crime E Sky Star for No School Dropouts, All kids going to school F Golden Star for Good Governance GP activity G Silver Star for maximum Participation in village development

  14. PLASTIC/POLYTHENE WASTE FREE RURAL HARYANA • On 02-12-2017 decision was taken in SLRM workshop to make Haryana Plastic/Polythene Waste Free. • On 19-12-2017, a special campaign was launched for removal of Plastic/ Polythene Waste lying outside the villages or along-side the roads leading to the villages. • On 17-04-2018, 5340 GPs have taken up various activities to make their villages Plastic/Polythene Waste Free.
