Ska även gälla för allmännyttig kollektivtrafik till sjöss • Nationsgränsöverskridande trafik – avtal, trafiken är att betrakta som regional-arbetspendling, beslut om trafikplikt i Swe. • Förtydligande om möjlighet till kommunal tilläggsfinansiering. Krävs lagstöd om landstinget utgör KTM. Om en kommun har högre ambitionsnivå än KTM – komma överens. KTM beslutar alltid om detta.
