NY Rt. 265 Over NY Power Authority Reservoir Goals: • Replace Existing Superstructure, Deck, Pedestals and Bearings to achieve a Long Life, Low Maintenance Bridge Structure • Repair Existing Concrete Substructure • Protection of NYPA Facilities • Minimize Construction Impacts on Traffic Operations • Coordinate with NYPA, NYSOPR, Niagara Falls Bridge Commission • Deliver Project Safely, On Schedule, On Budget, and Environmentally Compliant

I-190 & NY Rt. 265 Over NY Power Authority Reservoir General Scope of Work • Demolish and Remove Existing Superstructure. • Design and Construct New Deck, Superstructure, Bearings , and Pedestals. • Design and Construct New Bridge and Roadway Drainage. • Repair All Existing Concrete Substructures. • Design and Construct new Approach Slabs. • Mill and Resurface NY Rt. 265 from Rt. 31 to Rt. 104 • Provide for Utility Protection and/or Relocation. • Install New Traffic Signs and Pavement Markings. • Restore the Site and Provide Landscaping. • Provide Work Zone Traffic Protection.

I-190 & NY Rt. 265 Over NY Power Authority Reservoir General Information • Lump Sum Design-Build Contract • Two Step Design-Build Procurement Process • Project Schedule • Substantial Completion is August 2016 • There will be Intermediate Milestone dates • There will be a Payment Schedule provided in the RFP • Stipend Under Consideration by NYSDOT • Liquidated Damages may be imposed for missed Milestones and Final Completion • All Environmental Permits and ROW by NYSDOT • All NYPA Permits By NYSDOT • Construction Related Permits by Design-Builder

I-190 & NY Rt. 265 Over NY Power Authority Reservoir Quality Control (QC) • QC is Design-Builder’s Responsibility • Design-Builder shall appoint a QC Manager responsible for QC Plan for both Design and Construction • Design QC shall be by the Designer in accordance with the QC Plan • Construction Inspection shall be by an Independent Engineering Firm (Hired by the Design-Builder) • Materials Testing shall be by an Independent Testing Firm or Laboratory (Hired by the Design-Builder) • The Independent Testing Firm shall report to the Construction Inspection Firm • Offsite Plant Quality Control will be performed by the Department

I-190 & NY Rt. 265 Over NY Power Authority Reservoir Quality Assurance (QA) • QA is Department’s Responsibility • The Department may perform QA on any of the Design-Builder’s Design or Construction Activities • The Department may utilize an independent Consultant to perform QA of the Design-Builder’s Designs

I-190 & NY Rt. 265 Over NY Power Authority Reservoir Additional Information • Responses to Proposer Questions will be posted on the Department Website • Additional Reference Information to be Posted on Website: Design Report, Bridge Inspection Report, “As Builts”, etc. • Final Addendum will be issued by Monday, February 25, 2013 • There will be a Buy America Clause • There will be an Iran Divestment Act Clause • There will be a DBE Participation Goal

  18. I-190 & NY Rt. 265 Over NY Power Authority Reservoir SOQ Submission Guidelines All SOQ’s must be self-contained. Do not have links to external web sites. Any pages containing links to external sites may, at the Department’s discretion, be removed before evaluation. Must contain all information needed for evaluation. Do not “assume the Department knows” your firm and it’s experience/qualifications.

  19. I-190 & NY Rt. 265 Over NY Power Authority Reservoir SOQ Submission Guidelines Forms Do not increase the size of the Form unless indicated on the Form. Most are set at a single page. Do not add or refer to an appendix. Do not include photographs or illustrations unless specifically indicated. Submit ALL Forms required.

  20. I-190 & NY Rt. 265 Over NY Power Authority Reservoir SOQ Submission Guidelines If a Form has been revised, use the most recent version. Forms are designed to enable NYSDOT staff to easily identify if the revised version is being submitted. • Do not use the original Form and update with changes. • Do not remove headers or footers on a revised Form when submitting in the Proposal. Submitting a SOQ with either of the above will result in a phone call from NYSDOT requesting the correct Revised Form.

I-190 & NY Rt. 265 Over NY Power Authority Reservoir Questions and Answers • Question: Could you please send me a copy of the most recent Bridge Inspection reports for the bridges (BINs 1039727 & 1043890) involved in this D-B project. Answer: Bridge Inspection reports have been placed on the Project web site. • Question: Does the I-190/Rte 265 D/B project in Lewiston/Niagara Falls have an approximate cost range specified? Answer: Refer to the Draft RFQ, Section 4.4.2.2 for an anticipated maximum cost.
