Region 8 Bundled Bridges – Orange County Design-Build Project (PIN 8BOW.0E, D900029) General Scope of Work • Replace seven bridges in Orange County • Reconstruct Highway approaches to the new structures • Maintain traffic throughout construction • Specific traffic requirements/constraints at each bridge site to be presented in RFP • Minimize traffic impacts • Relocation and/or preservation of existing utilities

Region 8 Bundled Bridges (Orange County)Design-Build Project (PIN 8BOW.0E, D900029) Utility Coordination - Relocation and/or Preservation of Existing Utilities • Department to provide Two-party (Department and Utility) Preliminary Utility Work Agreement(s) in RFP, including approximate timeframes • Three Way Coordination – DB, Utility, & State • DB Team responsible for holding utility coordination meetings • DB Team responsible to meet and coordinate with utility(ies) and Department, and negotiate Three-party (Department, Utility, and DB Team) Final Utility Work Agreements, including final locations and agreed upon timeframes

Region 8 Bundled Bridges (Orange County)Design-Build Project (PIN 8BOW.0E, D900029) Quality Control (QC) • QC shall be the Design-Builder’s Responsibility • Design-Builder shall be required to develop a QC Plan covering both Design QC and Construction QC • Design-Builder shall appoint a QC Manager responsible for Project QC • Design QC may be by the Designer in accordance with the QC Plan • Construction Inspection shall be by an Independent Engineering Firm (Hired by the Design-Builder) • Materials Testing shall be by an Independent Testing Firm or Laboratory (Hired by the Design-Builder) • The Materials Testing Firm shall report to the Construction Inspection Firm

Region 8 Bundled Bridges (Orange County)Design-Build Project (PIN 8BOW.0E, D900029) Quality Assurance (QA) • Design & Construction QA is Department’s Responsibility • The Department may perform QA on any of the Design-Builder’s Design and Construction Activities • The Department may utilize an independent Consultant to perform QA of the Design-Builder’s Designs • Department Staff will perform Construction QA • RFQ Section 1.9 covers QA/QC • RFP will describe in detail the Department’s QA Role for the Project
