Foothill College & Space Science CenterProject Challenges • Balancing energy cost savings with needed campus improvements (i.e. adding air conditioning) • Coordinating central plant and chilled water loop design with campus long term Master Plan • Keeping classrooms operational • Staging extensive construction on a busy campus

  6. Foothill College & Space Science Center System Solutions • Two phase project • New chilled water loop to serve the entire campus • Upgrade HVAC & lighting systems in each building

Foothill College & Space Science CenterNew Chilled Water Loop • Central Plant is designed to serve 484,000 square feet & 57 buildings • The Central Plant will include: • R-22 rotary screw chiller, 0.65 kW/ton, 170 tons • R-123 variable speed centrifugal chiller, 0.55kW/ton, 350 tons • Variable speed secondary chilled water pumping • Chilled water loop piping • PVC, Direct Buried and in Tunnels

Foothill College & Space Science CenterHVAC System Improvements • Space Science Center • Variable air volume system, including new built-up air handling system and air distribution system • Energy management system tie-ed into new campus-wide Novar system • Operates based on temperature settings, outdoor temperature, operating schedule • Other HVAC improvements • 100% outside air economizer system • New Boiler and hot water pump

  9. Foothill College & Space Science CenterCooling Load Reductions • Replaced existing lighting • New indirect T-8 fluorescent fixtures, electronic ballasts • New LED exit signs • Occupancy sensors for classrooms • Added roof insulation • R-19 added to roof

  10. Foothill College & Space Science CenterIntegrated Economics • Long payback periods since most of the campus was not air conditioned and all improvements including major capital improvements.

Foothill College & Space Science CenterFinancing Structure • Three primary funding sources • Municipal operating lease - 26% • Deferred maintenance bonds - 54% • Local bond - 20% • Utility rebates • $16,000 from 1998 PG&E Retrofit Express • $150,000 from 1998 PG&E Standard Performance Contract

Foothill College & Space Science CenterProject Results • Reduced energy use by $0.27 per square foot • Maintenance costs down $4,500 per year (mainly for lighting) • New air conditioning, controls & lighting make building more comfortable and attractive • Maintained original campus architecture while adding air conditioning
