CIAP Plan Timeline Involve CPRA Interagency Planning Team and Corps of Engineers in screening of CIAP proposals Governor submitted Plan to DOI Secretary and Minerals Management Service (MMS) June 1, 2007 (1st CIAP Plan in Nation) State began implementing several restoration projects included in Plan, using State funds June 2007 MMS determined Plan to be “complete”; initiated approval review July 30, 2007 (1st CIAP Plan in Nation) MMS approval of Louisiana CIAP Plan November 29, 2007 (1st CIAP Plan in Nation)

CIAP Plan Timeline Involve CPRA Interagency Planning Team and Corps of Engineers in screening of CIAP proposals Louisiana submitted minor revisions to the CIAP plan (version 2.0) to MMS December 27, 2007 MMS accepted minor changes to the Louisiana CIAP plan (version 2.0) April 25, 2008 Louisiana in the process of submitting amendment to the CIAP plan (version 3.0) to MMS

CIAP Guidelines Involve CPRA Interagency Planning Team and Corps of Engineers in screening of CIAP proposals Section 5.3 Minor Changes and Amendments to the Plan Section 1356a(c)3 of the Act (Energy Policy Act of 2005) states that any amendment to the Plan shall be prepared according to the requirements and procedures of the Act… The MMS recognized that not all revisions to a Plan will constitute an amendment but may involve minor changes. For CIAP purposes, MMS has developed definitions and processes for minor changes and amendments to a Plan. Section 5.3.1 Minor Changes to a Plan A minor change means a revision to an approved Plan that does not affect the overall scope or objective of the Plan. (i.e. substituting a Tier 2 project for a Tier 1 project) Section 5.3.2 Amendments to a Plan An amendment means a revision to an approved Plan that alters the overall scope or objectives of the Plan. (i.e. adding a new project to a plan). Requires Governor’s certification of public participation.

Louisiana CIAP Plan Proposed Amendments Involve CPRA Interagency Planning Team and Corps of Engineers in screening of CIAP proposals St. Bernard Parish Revised the marsh creation project area and dropped the shoreline protection features for the Lake Lery Marsh Creation Project Plaquemines Parish Added a new project, the Update of the Plaquemines Parish Coastal Management Plan and reduced funding for the Tidewater Road Flood Protection Project. State of Louisiana Revised the Violet Diversion Project to reflect the increase in project area and goals as reflected in the 2007 WRDA authorized Violet Diversion project and to allow for cost-share of the project through WRDA with the State of Mississippi and the federal government through the USCOE.

Proposed Louisiana CIAP Plan Minor Changes Involve CPRA Interagency Planning Team and Corps of Engineers in screening of CIAP proposals State of Louisiana Revised the Blind River Freshwater Diversion project to reflect the opportunity to cost-share on this project with the federal government through the USCOE as authorized through the WRDA 2007 Iberia Parish Increased funding for the Iberia Parish Administration of CIAP Planning & reduced funding for the Port of Iberia Bridge Replacement – Port Road over Rodere Lateral. Also moved funding from FY08 to FY09 for the Port of Iberia Bridge Replacement – Port Road over Commercial Canal

Proposed Louisiana CIAP Plan Minor Changes Involve CPRA Interagency Planning Team and Corps of Engineers in screening of CIAP proposals Jefferson Parish Revised funding allocations for the Bayside Segmented Breakwaters at Grand Isle, Fifi Island Restoration Extension, Goose Bayou Ridge Creation & Shoreline Proteciton & Lower Lafitte Shoreline Stabilization at Bayou Rigollettes to allow for timely implementation of these projects St. John the Baptist Parish Moved the West Lac Des Allemands Shoreline Protection Project from Tier 1 to Tier 2. Reallocated funding among the Manchac Shoreline Protection Project and the Reserve Relief Canal Shoreline Protection Projects.

Proposed Louisiana CIAP Plan Minor Changes Involve CPRA Interagency Planning Team and Corps of Engineers in screening of CIAP proposals St. James Parish Transfer the West Bank Wetland Conservation & Protection Project (a Phase 1 authorized project) to Phase 2. Increase the funding for the Baytree Freshwater Diversion Property Purchase from $440,000 to $461,860; the Blind River Freshwater Diversion Property Purchase from $455,700 to $475,700; the East Bank Wastewater Assimilation Plant from $1,296,599 to $1,323,300; the West Bank Wastewater Assimilation Plant fro $1,266,179 to $1,456,300; & the Waterline Booster Pump Station West Bank from $201,000 to $201,020.

Proposed Louisiana CIAP Plan Minor Changes Involve CPRA Interagency Planning Team and Corps of Engineers in screening of CIAP proposals Calcasieu & Cameron Parishes Proposed to transfer projects, Calcasieu Parish will now list as a Tier 1 project, the South GIWW Restoration project, which was previously an authorized Tier 1 project in Cameron Parish. Cameron Parish will now list as a Tier 1 project, the Reclamation of Sand Mines on Cameron Parish Cheniers, which was previously an authorized Tier 1 project in Calcasieu Parish.

  10. Actions Following Plan Approval • Coordinated closely with MMS to address questions and concerns regarding projects in final plan (compliance with CIAP-authorized uses, project descriptions, need for more-specific project goals) and grants. • Worked with parishes to address MMS questions and concerns on their grants, and to revise the CIAP plan as the program has developed. • Coordinated with USCOE and MMS regarding NEPA compliance and permitting.
