Legislative frames Conventions: The Espoo (transboundary EIA) convention (1991), ratified 11.2000 The Genf (long range air pollution SO2,NOx,VOC,POPs, heavy metals) convention (1979)and 8 protocols, ratified 01.2000, 3 protocols (acidification,eutrophication, ground level O3) not ratified yet Directives: IPPC (96/61/EC); LCP (2001/80/EEC) EIA (85/337/EEC, 97/11/EC); SEA (2001/42/EC) Estionan legislation: EIA and Environmental Auditing Act (RT I 2000, 54, 348; 2002,99,579) IPPC Act (RT I 2001,85,512) Ambient Air Protection Act (RT I 2004, comes into force in Sept 2004) Environmental Monitoring Act (RTI 1999, 10, 154; 2002,63,387) Public information Act (RTI 2003, 26,158)

Running Monitoring Programs • Air quality monitoring (research of long range air pollution in Europe) • Integrated monitoring (Vilsandi and Saarejärve background monitoring stations) • Bioindication (research heavy metals in mosses) • Monitoring of lakes and rivers • Monitoring of cultural and historic heritage (corrosion) • Modelling and mapping critical pollution load and levels • Monitoring by the Helcom program

Potential transboundary pollution sources • AIR: Energy sector: >100 m high stack; SO2, NOx Balti PP, Eesti PP • Water: Narva river, Narva storage lake, Peipsi lake Chemical industry • Sea: Building of new harbours (oil transit from Russia to Europe) on northern coast of Estonia NO DIFFECULT PROBLEMS at present!
