  4. History and Background of Plant Quarantine of Iran • In 1935 first official plant quarantine regulation for the detection and eradication of cotton pink bollworm had been issued. • In 1946 second more detailed plant quarantine regulation had been approved.

History and Background of Plant Quarantine of Iran • In 1967 First Plant Protection Act which includes 25 Articles and 8 Sub-Articles approved by the Parliament. • Effective from the date of approval of the Plant Protection Act the Plant Protection Organization (PPO) which is affiliate of the Ministry of Jihad-e-Agriculture established.

  6. History and Background of Plant Quarantine of Iran • In the same year i.e. 1967 Plant Quarantine Regulations with 59 Articles & 26 Sub-Articles Approved. • PPO is a legal entity and headed by a Director who shall be designated by the Minister of Jihad-e-Agriculture.

The responsibilities of Deputy-Directorate (Quarantine) of Iran PPO Issuance of phytosanitary certificates relating to the regulations of the importing country for consignments of plants, plant products and other regulated articles. Surveillance of growing plants, including (fields, plantations, nurseries, gardens, greenhouses and laboratories) and of plants and plant products in storage or in transportation, particularly with the object of reporting the occurrence, outbreak and spread of pests, and of controlling those pests. Inspection of Import, Export & Transit consignments of plants and plant products and inspection of other regulated articles, particularly with the object of preventing the introduction and/or spread of pests.

The responsibilities of Deputy-Directorate (Quarantine) of Iran PPO Disinfestation or disinfection of consignments of plants, plant products and other regulated articles moving in international trade. Conduct of pest risk analyses. Issuance of phytosanitary regulations. Conduct of pest eradication. Regulated pests rapid identification. Training and development of staff.

PLANT PROTECTION ORGANIZATION (PPO) & INTERNATIONAL PLANT PROTECTION CONVENTION (IPPC) Plan Protection Organization of Islamic Republic of Iran accepted IPPC membership since September 18, 1972. On December 22nd, 2010 Iranian Parliament ratified annexation of PPO to the 1997 second revised text of IPPC.

PPO & IPPC In the year 2003 PPO requested Technical Assistance from FAO: To train plant quarantine personnel in the international standards for phytosanitary measures, To establish effective bio-indexing facilities & systems, To improve current plant protection Act and organization structure, and To improve regulated pests detection & diagnostic capabilities.

  13. PPO & IPPC In December 2004 FAO granted a TCP project No. TCP/IRA/2903 titled as: Strengthening of the National Phytosanitary Services.

  14. PPO & IPPC TCP Project Outputs: 1- A draft plant protection act & regulation. 2- Introduction of an organizational system and structure. 3- Improved methodology & capacity for phytosanitary decision-making. And 4- A strategic plan for further capacity building in phytosanitary control.

  15. PPO & IPPC The new revised Plant Protection Act consistence with IPPC-WTO provisions have been submitted to the Parliament for ratification. To implement outputs of the TCP projects a follow-up pilot project with the IPPC technical assistance program is developed and needs IPPC technical assistance for its implementation.
