  4. PROGRAMME 2Farmer Support and Development AIM The Programme Farmer Support and Development focuses on developing national policies for farmer settlement, food security and rural development, agricultural risk and disaster management. It also focuses on the registration of co-operatives. Policies are aimed at ensuring the restructuring of the agricultural sector to promote equity, competitiveness, sustainability and growth as well as transformation to support the long-term vision of a united and prosperous sector PRESENTER: Sam Malatji Acting Assistant Director-General

The programme comprises five directorates • Farmer Settlement provide support for the settlement of commercially viable farmers from previously disadvantaged communities, with the primary focus on implementing the Land Redistribution for Agricultural Development (LRAD) programme. • Financial Services and Co-operatives provides training and institutional support to agricultural co-operatives and develops policies and programmes for co-operatives in the sector. It also implements, monitors and designs agricultural credit schemes to broaden access to financial services for small holder producers. • Food Security and Rural Development develops policies in food security, managers early warning systems for food security, finances special projects aimed at achieving household food security and facilitates the implementation of the integrated food security and nutrition programme • Agricultural Risk Management develops agricultural risk and disaster management systems to ensure that agricultural enterprises can anticipate disasters and grow and develop in the aftermath of natural disasters. • Registrar of Co-operatives is responsible for the administration of the Co-operatives Act that facilitates registration of all co-operatives in South Africa. This function will be transferred to the Department of Trade and Industry and the focus of the Department of Agriculture will be on supporting the development of agricultural co-operatives.

  8. PROGRAMME 4Economic Research and AnalysisAIMERA supports the collection and management of national agricultural statistics as well as the monitoring of production and marketing trends. The programme researches and renders advice on agricultural economic and policy issues and also provides support and sets norms for production and resource economic services PRESENTER: Rodney Dredge Acting Assistant Director-General

Programme 4: Output/target/status for 2003/04 P 4:ERA (Economic Analysis) • Output: • Reports on constraints and opportunities in the agricultural sector. • Target: • 3 comprehensive reports published by March 2004. • Status/comment: • Quarterly economic review and forecast reports published. Released brochure on citrus industry. Report on medium-term economic review of the sector not released yet. Scope of the report was broadened to cover period from 1994. P 4:ERA (Statistics) • Output: • Statistical reports on trends in and the economic performance of the agricultural sector. • Target: • 5 statistical reports published by March 2004. • Status/comment: • Reports published: Abstract of Agricultural Statistics; Trends in the Agricultural Sector; Economic Review of the South African Agriculture; Crops and Markets; and Statistics on Fresh Produce Markets.

Programme 4: Output/target/status for 2003/04 • Agricultural Economics Standing Committee • Economic analytical tools and databases • Census of commercial agriculture, 2002 • Discussion documents on min. wages and property rates • Quarterly economic review of sector • Improved crop estimates • Industry brochures

  11. PROGRAMME 5Agricultural production AIM Develop policies to enhance sustainable agricultural production. Works with ARC & Provinces to identify and support strategic research and interventions To increase agricultural productivity and to mitigate impacts of climate change and diseases PRESENTER: Shadrack Moephuli Assistant Director-General

  12. PROGRAMME 6Sustainable Resources Management and UseAIM Promotes sound management and sustainable use of land and water resources in agriculture. PRESENTER: Sizwe Mkhize Assistant Director-General

Analysis of the programme • Drought impacted on the activities of the programme: e.g. – drill as many boreholes for domestic use by rural communities and livestock. – types of pests and cycle of occurrence • Collaboration with other govt. departments at implementation level is growing – CCAW, MODIS, etc. • Focus on Africa and abroad – is increasing: SARIA, IWMI, ICID, SADC Land and Water Programme

  15. PROGRAMME 7National Regulatory ServicesAIMDevelops and monitors risk management strategies, policies and legislation for the responsible use of genetic resources, control of animal and plant diseases to ensure food safety. PRESENTER: Kgabi Mogajane Assistant Director-General

  16. Programme 7: Output/status • FSQA- • APIA bill – policy and Awareness programmes – • GRM-Amended GMO Act – Awaited the meeting of the parties which took place in February. Now published on 8th October for public comments • PLANT HEALTH – Surveys done • ANIMAL HEALTH – Brucellosis policy – Draft in place – approved by the ITCA Vet WG. Snotsiekte policy – done. Animal diseases control policy –finalizing the appendix • SAAFQIS – Border control strategy – Draft in place awaiting finalization with BCOCC

  17. Programme 7: Challenges NRS • Filling of positions especially for Veterinarians – HR policy 18 and 19 October • Staff turn over rate • Knowledge management • Risk management – Disease outbreaks and neighboring states • Capacity in the provinces

PROGRAMME 8Planning, Monitoring, Evaluation and CommunicationAIMProvides agricultural news and information services, manages international relations and facilitates skills development as well as training for new and existing farmers.
