  2. MAG-SAFE Audit replacing COR Audit in 2019 Why: MAG felt WorkSafeBC’s Certificate of Recognition (COR) program was effective in developing safety programs across multiple sectors. However, MAG felt that COR was no longer a high enough bar for sawmills in BC and wanted to develop a tool that places greater emphasis on risk across the sector to help secure meaningful improved safety performance. Objective: To design, build and implement an audit program to support Manufacturing Advisory Group that will meet SAFE Companies program requirements, provide regulatory assurance, and support (MAG) members in continual improvement of their safety programs Deliverables: • MAG Audit protocol tailored to fit the needs of MAG companies • Integration into SAFE Companies existing programs to reduce additional administrative burden • An audit program available in 2019 with reduced administrative and bureaucratic burden to support continuous improvement of MAG safety management systems and safety culture

Total Safety Management System MAG-SAFE Audit Highlights New MAG-SAFE audit framework • 10 MAG Safety Management System Elements with 10 High Risk Modules High Risk Modules rotation • MAG will focus on 4 areas of high risk for the first 3 year cycle • Will re-evaluate at the end of 2021 and identify what areas will be focus for 2022-2024 New Audit tool • Excel workbook providing auto-scoring, graphs and statistics with multiple outputs for different users New Scoring Methodology • Focus on non-conformance rather than numeric score and geared towards continuous improvement Third Party Certification • Meets BCFSC SAFE Companies certification requirements Risk Based • Moving away from compliance based to risk based that is aligned with WSBC High Risk Strategy and regulatory requirements Comprehensive Audit Development • Designed and built with input from MAG, External Auditors, Subject Matter Experts and BCFSC staff More robust audit activities : • Increased emphasis on observations and interviews • Specific positions to interview • Targeted areas to visit • Alternate shifts to audit (will include evenings and weekends)

MAG-SAFE Audit Elements at a glance Element 1: Leadership, Commitment & Communication Establishes expectations for MAG leadership in implementing and maintaining MAG Safety Management System, and accountabilities for its performance and continuous improvement of the system. Provides expectations for: • Setting Safety Targets, Goals and Objectives • Turning the written safety policy into concrete actions • Setting and managing Key Performance Indicators (KPIs) for Safety • Previous audit’s action plan Element 2: Effective Supervision Ensures that the MAG organization has a framework for effective supervision: • Recognizes effective supervision as critical for success • Ensures adequate support and resources for supervisors • Proactive safety actions and contacts by supervisors Element 3: Safety Program Administration Ensures that MAG SMS commitments are documented and recorded adequately: • Joint Committee • Records and Statistics • Document Control and Distribution • Tracking Corrective Actions to ensure timely closure.

Element 4: Management of Change Ensures a consistent approach to managing change to provide the intended benefits without compromising health & safety. • Ensures process changes are planned for safety, including species and seasonal changes • Process for awareness of legal and regulatory (WorkSafeBC, Technical Safety BC, etc.) changes in a timely manner Element 5: Hazard Assessment & Control Measures Hazard Assessment & Control methods in MAG organizations: • Assessing Hazards of the business and of tasks • Controlling hazards through Engineering, Administrative and PPE means when elimination or substitution are not options • Communicating between different groups (operations vs maintenance, etc.) Element 6: Education, Training & Competence Ensures that workers are trained and competent to perform work assignments safely, including requirements for: • Orientation, • Young Workers, • Initial and Ongoing Training, • Ensuring Competence Element 7: Workplace Inspections & Monitoring Ensures that MAG organizations are conducting inspections and supervisors are monitoring the health and safety of all workers, including requirements for: • Inspection frequency • Prioritization of work • Adequacy of maintenance programs for operational requirements.

Element 8: First Aid & Emergency Response Ensures that MAG companies ensure appropriate emergency preparedness plans are established for each facility: • Emergency response planning, particularly for high risk activities such as heights, confined space, water-based and isolated locations, • First Aid planning and resources, • Response Drills Element 9: Investigation of Incidents and Occupational Disease Establishes expectations for MAG organizations in Incident Management: • Application to non-injury events such as close calls, lockout violation and ERP activation, • Driving down to effective solutions to reduce the risk of repeating the event, • Ensuring corrective actions are completed, effective and monitored for unintended consequences Element 10: Contractor Management Establishes consistent approach to evaluate, select, and oversee Contractor & Service Providers in MAG organizations, including: • Safety management of the many non-company persons on site (contractors, visitors, other), • Selection and management of other companies on site, • Prime Contractor selection and management (i.e. capital projects)

MAG-SAFE Audit High Risk Modules at a glance HRM B: Safeguarding Regulatory requirements coverage including: • Guarding assessment and action plan, • Observation of effective guarding HRM A: Work at Heights and Elevating Devices Regulatory requirements coverage including: • Railings and guards, • Fall Protection and Fall Arrest PPE and Systems, • Elevating work platforms, ladders and scaffolding. HRM C: Mobile Equipment Operation and Pedestrian Safety Regulatory requirements coverage including: • Pre-use inspection • Appropriate machine for the task • Operator and pedestrian training and competence • Machine – pedestrian interface control HRM D: Lockout Regulatory requirements coverage including: • Specific clear written instructions • Training, competence and observations, • Production and Maintenance lockouts, • Complex situations

MAG-SAFE Audit Tool highlights Auditor guidance • Detailed instructions to the auditor on how to conduct and record the audit • Mandatory times of day and week that ensure night shifts, weekday and weekend shifts are covered. • Specific physical areas of the facility and target activities that must be observed New Scoring Methodology • Focus on non-conformance • Geared towards continuous improvement Different format of audit tool • In a new format, Excel, rather than Microsoft Word • Allows for auto scoring, graphs and statistics as well as multiple outputs best suited to diverse end-user needs – management, operations, safety officers, supervisors, JOHSC, etc. • Exportable corrective action for company systems • A two-page PDF Executive Summary for Management includes a “heat-map” that shows where the operation did well and where additional energy and resources are needed to further improve safety

Bill has been auditing sawmills for over 10 years and has worked in the Sawmill industry for over 35 years. He is also a well-respected auditor, trainer and leader who has worked with licensees, contractors and sub-contractors throughout his career.  • His experience with the wood manufacturing sector, and his work assisting in the development/testing/performing of dust audits in particular, will be a tremendous asset to the Manufacturing Industry. • In Q1-2019, Bill will be working with the MAG-SAFE audit team to identify the skills, experience, and/or educational requirements that a MAG-SAFE auditor will need.
