Agencies With COOP Responsibilities • DHS – FEMA: • Serves as Lead Agent for the Federal Executive Branch COOP. • Coordinates COOP activities of Federal Executive Branch departments/agencies. • Issues COOP guidance. • Chairs the Interagency CWG. • Conducts periodic assessments of Executive Branch COOP capabilities.

  7. Agencies With COOP Responsibilities • GSA: • Maintains a database of alternate operating facilities. • Acts as the Federal government’s landlord and supplier.

  8. Organizational Responsibilities • All Federal agencies: • Appoint an agency COOP program POC. • Develop a COOP MYSPMP. • Develop, approve, and maintain agency COOP plans and procedures. • Conduct TT&E for agency COOP plans.

  9. Organizational Responsibilities • All Federal agencies: • Participate in interagency COOP exercises. • Notify the FEMA Operations Center (FOC) upon COOP implementation. • Provide updates on COOP status to the FOC as designated or if status changes. • Coordinate intraagency COOP efforts.

  10. “Inreach” • Marketing the COOP program internally • Partnering with other segments of the organization • Demonstrating results • Bringing credit to the organization

Support for COOP Program Managers • Support from leadership: • Establish COOP planning as an agency priority. • Appoint a COOP Program Manager. • Identify and prioritize essential functions. • Approve the COOP plan. • Conduct strategic planning sessions. • Approve the Multi-Year Strategy and Program Management Plan (MYSPMP).

  13. Support for COOP Program Managers • Leaders are responsible for: • Establishing order of succession and delegations of authority. • Coordinating intraagency COOP efforts and initiatives.

Support for COOP Program Managers • Leaders are responsible for: • Ensuring that backup copies of vital records are current and safeguarded. • Designating the individual responsible for the “Go Kit”. • Ensuring agency participation in internal and interagency COOP exercises. • Ensuring that all IT requirements are identified. • Promoting family support planning.

  15. Support for COOP Program Managers • Leaders are responsible for: • Activating the COOP. • Notifying the designated operations center of COOP implementation. • Providing updates on COOP status. • Ensuring that ERG members report to the relocation site. • Submitting daily reports.

  16. Support for COOP Program Managers • Leaders are responsible for: • Ensuring that time and attendance procedures are in place. • Assigning a reconstitution point of contact. • Planning for and assisting in the reconstitution process.
