A storm water utility is the most fair and equitable method of obtaining revenue for the management of a storm water program. • This method charges all parcels a fee based upon their relative contribution to storm water runoff to the drainage system, expressed as Equivalent Residential Units [ERU].

  3. Tax exempt properties, which make up approximately 19% of all property, generate storm water but do not contribute revenue toward storm water management. The assessed value of a property, which determines its property tax, is not proportional to the property’s relative use of the City’s storm water management system. Funding by property taxes is considered to be inequitable because:

  4. Utility Rate Structure • Flat rate for residential properties with impervious area between 1600 and 6000 ft sq. One ERU per dwelling unit. An ERU=$1 per month. For properties less than 1600, the rate is $0.60 per month. All other developed areas will be charged one ERU=2,200 ft sq.

  5. Rate structure continued • A connection fee will be charged for new residential development based on the following: • Max of 4 dwelling units or less on ¼ acre=$200 • Max of 4 dwelling units on ¼ to ½ acre=$400 • Max of 4 dwelling units on ½ to 2 acres=$800

  6. Rate structure continued • All other newly developed areas, that is commercial, industrial, churches, schools, hospitals, etc. will have a connection fee equal to $1000 per acre multiplied by the factor of 0.95 for impervious area and 0.15 for pervious area.

  7. Revenues to be generated by the Utility • Residential----approximately 11,500 households. Assume 3%, or 345 dwellings will be charged at the less than 1600 sq ft rate=$0.60 x 345=$207 per month. Assume 3% will be charged the over 6000 sq ft rate or 2.72 x 345 x $1=$938 per month. The rest are charged $1 x 10,810=$10,810 per month. Total=$11,955 per month or $143,460 per year.

  9. Revenues to be generated, continued: • Commercial---The estimate is approximately 971 acres or 42,296,760 sq ft at 66% impervious=27,915,862 sq ft. One ERU=2,200 sq ft=$1. Total ERU=12,689 x $1=$12,689 per month. • Industrial---927 acres or 40,380,120 sq ft at 85% impervious=34,323,102 sq ft. Total ERU=15,601 x $1=$15,601 per month. Total of $28,290 per month or $339,480 per year for both comm/ind.

What will the revenues pay for? • Operations---The City needs to hire a Soils and Erosion Control Specialist, two new equipment operators, fund two existing equipment operators, and obtain several pieces of equipment to perform storm sewer related tasks. The staff also needs the services of an additional attorney and pay for the administration of the program using existing staff. Outreach to the community and materials for maintenance and repair, testing and fees are also included.

Revenues will pay for, continued: • Capital Improvement projects----The Missman Stanley report evaluated all 14 of the drainage basins in Bettendorf and identified projects that need to be accomplished, like regional storm water detention, to control storm water. These projects include land acquisition and permanent easements for maintenance of these systems.

Revenues will pay for, continued: • Operational costs will be in the $450K range for the first year and drop off to around $250K annually for the remainder of the permit period. • The remainder of the revenue will be used for Capital projects in each year, depending on the capability of the staff to reach agreements with affected property owners.

  21. Benefits of a Stormwater Utility • Provides an equitable means of creating a dedicated source of revenue to address existing storm water system deficiencies. • Insures that Bettendorf will have resources needed to address flooding and pollution of surface waters.

  22. Allows the City to continue the Capital Improvement Program projects that were identified by the Missman Stanley study of 2000. • Creates a dedicated source of revenue to develop and implement the Phase II Stormwater Regulations mandated by the U.S. Environmental Protection Agency.

  23. In conclusion… Implementing a Stormwater Utility enables the City to proactively handle the new E.P.A. regulations in a manner that is fair and equitable for all property owners. It will also ensure that existing City programs and services will continue uninterrupted and without adverse impact.
