USAF AIR TRAFFIC CONTROL STRATEGIC PLAN ORGANIZATION TASKINGS • Assess the manpower requirements (UTCs in TPFDD) necessary to implement and sustain a deployed force. • Assess the manpower requirements for sustainment of an in-place force. • Assess the manpower requirements necessary for directed mission (HQ/FOAs/DRUs/Training) sustainment. DEPLOYMENT IN-PLACE

USAF AIR TRAFFIC CONTROL STRATEGIC PLAN PERSONNEL TASKINGS • Prioritize where do we want to place CMSgt and SMSgt personnel ? • Establish a priority list by base to determine the number of filled positions. • List requirements and personnel. • Rank order positions highest to lowest priority (overseas and CONUS locations) in lieu of command of entitlement process. • Conduct risk assessment to possibly level out manning in CONUS and overseas locations. • Change entry level requirement for air traffic controllers to 6 year enlistments.

USAF AIR TRAFFIC CONTROL STRATEGIC PLAN PERSONNEL TASKINGS • Spanish Speakers • Evaluate what level of Spanish speaking skills are necessary for ATC deployments. • Evaluate when controllers should be tested for Spanish speaking skills. • Evaluate civilianizing the Spanish speaking deployments. • Question JTF commander on whether controller skills are necessary in Venezuela and Peru. • Insert policy into AFI 13-203 to allow MAJCOMs to waiver watch supervisor requirements

USAF AIR TRAFFIC CONTROL STRATEGIC PLAN PERSONNEL TASKINGS • Eliminate allowing new to recruits to enter ATC who do not meet the minimum entry level requirements (AFFSA). • *Require award of the recruiting bonus after the award of the SEI (AFFSA). • Give MAJCOM authority to set calendar day requirement on position and facility certifications. • AFFSA will transmit policy letter with database requirements to MAJCOM for immediate implementation. • Evaluate what facilities will receive the tower simulator first. • Coordinate a MAJCOM training workshop

USAF AIR TRAFFIC CONTROL STRATEGIC PLAN PERSONNEL TASKINGS • Evaluate the process of technical school honor graduates a base of preference. • Evaluate what positions or facilities will be civilianized. • Develop a just-in-time training program for deploying controllers. • Ask AF/DPP what the optimum TPR should be for ATC. • MAJCOMs develop a listing of ATC manpower slots already converted, and those proposed for future conversion. Send results to AFFSA/XA. • Evaluate the capability of converting Maxwell, Keesler, Vandenburg, Kelly and Warner Robins to the FAA Tower Contract program.

  8. USAF AIR TRAFFIC CONTROL STRATEGIC PLAN PERSONNEL TASKINGS • MAJCOMs develop a listing of ATC manpower slots already converted, and those proposed for future conversion. Send results to AFFSA/XA. • Evaluate the capability of converting Maxwell, Keesler, Vandenburg, Kelly and Warner Robins to the FAA Tower Contract program. • Analyze the mission impact of converting each tower location. • Evaluate the cost benefit of increasing the length of the school-house. • Evaluate lowering AFQT scores to allow Spanish speaking recruits to enter the ATC career field.

  9. USAF AIR TRAFFIC CONTROL STRATEGIC PLAN EQUIPMENT TASKINGS • Transfer tower simulator R&D funds (FY 02) to procurement funds (FY 01). • Establish a logistics tail for tower simulator implementation (AFFSA).
