  1. Performance Based NavigationThe Future Erwin Lassooij Manager Performance Based Navigation Programme ICAO

  2. Today • Introduction to PBN • Why PBN • Understanding of the concept • Details of the concept • Stakeholders perspective • Goal: to provide you a heads up and to show the harmonized approach in the aviation community • This is not just an internal ICAO product, but a product developed cooperatively by States and International Organizations with the ICAO RNPSOR Study Group as the vehicle.

  3. Tomorrow • Final draft of PBN manual is finalized • State Letter with Navigation Specifications is about to be sent out • What is next?

  4. ICAO provisions • Short term: • Update Annexes with revised PBN terminology • Address advanced RNP 1 • Address operational need to use Radius to Fix turns during the approach • Review approach classification • Medium/long term • Update various ICAO provisions to support and optimize PBN concept • Address new operational requirements through amendments to PBN manual

  5. Awareness • Computer based training • Workshops in every region

  6. Computer Based Training

  7. Workshop schedule (tentative dates) Moscow 14-18 April 2008 Montreal 11-15 June 2007 Cairo November 2007 New Delhi 17-21 September 2007 Mexico City 14-18 January 2008 Bangkok 10-14 September 2007 Dakar 16-20 June 2008 Nairobi 23-27 June 2008 Lima 21-25 January 2008

  8. Implementation -After the Workshop • Regions must include PBN implementation goals in the Regional Plans • States must commit to the plan • Establish requirements • Identify gaps in resources and/or expertise • Work with ICAO and sub-Regional groups, to close the gaps • Get to work! Implement!

  9. What is the target?

  10. Enroute and terminal airspace PBN implementation goals(where RNAV ops required) • Area of operation: Oceanic and remote airspace (RNAV-X and RNP-X) • Applicable navigation specifications: RNAV 10 and RNP 4 • Implementation strategy: 100% implementation by 2010 • Area of operation: Enroute continental (RNAV-X and RNP-X) • Applicable navigation specifications: RNAV 5, 2, and 1, RNP 2 and 1 • Implementation strategy: 70% by 2010, 100% by 2014 • Area of operation: Terminal area (RNAV-X and RNP-X) • Applicable navigation specifications: RNAV 1,2 and RNP 1 (Basic and advanced) • Implementation strategy: 30% by 2010, 60% by 2014, 100% by 2016

  11. PBN Approach implementation goals Area of operation: Approach (RNP) • Applicable navigation specifications: RNP APCH and RNP AR APCH • Implementation strategy: • International aerodromes - APV to all runway ends: • 10% by 2008, 30% by 2010, 70% by 2014 and 100% by 2016. • Domestic aerodromes (where operations of a/c weight category of more than 5700kg take place): • LNAV-only to all runway ends: • 10% 2008, 30% by 2010, 70% by 2014 and 100% by 2016. • APV to all runway ends: • 10% by 2010, 30% by 2012, 70% by 2016 and 100% by 2018. • Domestic aerodromes - LNAV-only to all runway ends: • 10% by 2010, 30% by 2012, 70% by 2016 and 100% by 2018.

  12. Summary • Get the concept on the road • Optimize the ICAO provisions • Awareness • Implementation by setting goals, implementation schedules and active coordination • Maintain provisions by introducing an implementation feed back process

  13. END Thank you for your attention!
