Delivering a Future Airspace Strategy (FAS) The FAS Industry Implementation Group (FASIIG) Objective: “To work collaboratively across the aviation industry (NATS, CAA, Airports, Airlines, Military, GA) to develop and agree an implementation plan to deliver the CAA’s Future Airspace Strategy for the 2015-2020 timescale. The FASIIG will work within a fixed two year timescale in order to deliver an implementation plan which delivers a set of tangible benefits within the 2015-2020 timescale or earlier where possible.” ICAO-EUR PBN TF/7

Delivery of FAS • Develop a FAS Implementation Plan by end of 2012 • Align it to near and longer term SESAR objectives • Monitor & manage the action plan to ensure timely progress • The FASIIG will provide the opportunity to develop cross industry positions for input to government and regulatory policy making • Identify key airspace, technical and policy constraints to realisation of the FAS • PBN seen as a key element of the FAS implementation plan ICAO-EUR PBN TF/7

PBN Regulatory Enablers • UK Air Navigation Order (CAP 393) Articles 124/125 • Area navigation and required navigation performance capabilities • Aircraft registered in the UK (124) • Aircraft registered elsewhere than the UK (125) • Policy for the Application of PBN in UK/Irish Airspace ICAO-EUR PBN TF/7

ANO Articles 124/125 • An aircraft must not fly in required navigation performance airspace unless it is equipped with area navigation equipment which enables the aircraft to maintain the navigation performance capability notified, prescribed or otherwise designated for that airspace • The equipment must be approved, installed in an acceptable manner, maintained and operated in accordance with approved procedures • An aircraft need not comply with these requirements if ATC, having been made aware of the lack of compliance, authorises the flight or the aircraft complies with any ATC instructions ICAO-EUR PBN TF/7

Policy for the Application of PBN in UK/Irish Airspace • Approved at FAB Supervisory Committee Meeting in Dublin on 13 October 2011 • Comprises 12 high-level policy statements • The PBN Policy sets out a specific framework with guidance and support to ANSPs and operators to help facilitate implementation • Subject to review and update in late 2012 ICAO-EUR PBN TF/7

PBN Caveats • PBN is only one element of technological and operational enhancements providing enablers for FAS • Environmental policy, cost and business drivers will have an impact on how quickly PBN can be moved forward • The PBN Policy does not contain all of the answers to implementation issues, these will have to be developed separately through the UK/Irish PBN Implementation Working Group ICAO-EUR PBN TF/7

AIC - Application of PBN in UK Airspace • Approximates to a UK PBN Implementation Plan • A roadmap for ANSPs and Airports seeking to introduce PBN as part of their airspace changes • Intended to provide framework for LAMP and NTCA • Link to Air Navigation Order (ANO) Articles 124 and 125 • Still very much an enabling AIC • Sets out 2014, 2016 and 2018 objectives based on anticipated aircraft capabilities • AIC needs to be read in conjunction with PBN Policy document • Yellow 023/2012 refers ICAO-EUR PBN TF/7

  11. Current Status • En-route • From 7 April 2011,B-RNAV (RNAV 5) became applicable on all UK ATS routes at all levels/altitudes in controlled airspace as promulgated in the UK AIP ICAO-EUR PBN TF/7

Current Status • Terminal Airspace • Still no P-RNAV (RNAV 1) SIDs or STARs implemented, although STARs are largely covered by the extension of the B-RNAV mandate • NATS London Airspace Management Programme (LAMP) and Northern Terminal Control Area (NTCA) Projects • Gatwick RNAV 1 SIDs (transposing trials to permanent procedures) • Newcastle RNAV 1 SIDs, Leeds/Bradford RNAV 1 SIDs and STARs ICAO-EUR PBN TF/7

Current Status • RNP APCH implementation today • High levels of interest to implement RNAV (GNSS) Approaches • APV Demand may exceed IAP design and regulation capacity • Profile raised by EC 7th Framework Funding call for LPV implementation (ACCEPTA) • 14 aerodromes successful in UK • All will include LNAV Reversion • CAA encouraging inclusion of LNAV/VNAV Minima on charts where beneficial ICAO-EUR PBN TF/7 02 July 2012

Other Developments • SID and NPR Working Group: • Define the components of instrument departure procedures promulgated either conventionally or utilising PBN (RNAV/RNP) • Identify and clarify the issues surrounding the replication of conventionally promulgated Standard Instrument Departures (SID) and any associated Noise Preferential Routes (NPR) • Propose possible solutions to any issues identified above ICAO-EUR PBN TF/7

  15. Trial of RNP 1 Departures with RF • Conducting feasibility assessment for potential RNP 1 with Radius to Fix (RF) Departure trials at London Stansted RWY 04 DVR and RWY 22 CLN • Trial commencement – after the London 2012 Olympics ICAO-EUR PBN TF/7

  16. RNAV Holding Policy • Objective: • To publish RNAV Holding Policy • Ensure that the RNAV hold and STAR is at least as safe as the current conventional procedures • Hold separation standards • Hold to adjacent hold • Hold to route or edge of Controlled Airspace 18 April 2012 ICAO-EUR PBN TF/7

  17. CAA Policy Regarding Instrument Approach Procedures To Aerodromes Without an Instrument Runway and/or Approach Control • Development of Policy and Guidance (CAP) • Consultation over the summer of 2012 • Publication by end of 2012 ICAO-EUR PBN TF/7

Navaid Rationalisation • NATS programme to “right-size” the UK conventional navigation infrastructure compatible with a PBN environment • Consistent with changes to require RNAV 5 on all UK ATS routes since April 2011 and AIC Yellow 107/2011 allowing Routes and Procedures to be flown with an equivalent to ADF • Removal of 8 en-route NDBs by 2018 • Reduction of en-route VORs from 46 to 19 by 2018 • VOR dependencies: • Terminal airspace conventional procedures e.g., SIDs • Instrument Approach procedures • Use for training (civil and military) • Means of procedural separation • Mitigation against controlled airspace infringements • Fragmented ownership of airports/procedures ICAO-EUR PBN TF/7

Summary * Emerging CAA policy for Non-Instrument Runways and where No-Approach Service available • PBN is a key enabler for the Future Airspace Strategy (FAS) and indeed, the CAA Environmental Strategy • CAA PBN Policy in place • Industry implementation programme now being developed by the FASIIG • AIC (Y) 023/2012 sets out the application roadmap leading into the introduction of the SES PBN IR • RNP APCH offers access for all types of aircraft and to all aerodromes* • Processes established to assist in deployment and CAA working to smooth the approval path ICAO-EUR PBN TF/7

Summary Navigation infrastructure is part of the PBN solution NATS VOR replacement programme is therefore an opportunity to “right-size” UK navigation infrastructure through rationalisation Through FAS, the CAA is seeking to modernise and future-proof UK airspace and infrastructure ICAO-EUR PBN TF/7
