  1. Development of a Geographic Framework for an Integrated Flood Modeling System By Oscar Robayo Tim Whiteaker University of Texas at Austin Center for Research in Water Resources Department of Civil Engineering August 10, 2004

  2. Regional Storm Water Modeling Program and Master Plan for San Antonio City of San Antonio

  3. San Antonio Regional Watershed Modeling System Geospatial Data: City, County SARA, other “Bring the models together” Modeling System Rainfall Data: Rain gages Nexrad Calibration Data: Flows Water Quality Floodplain Management Capital Improvement Planning Water quality planning Integrated Regional Water Resources planning Flood Forecasting

  4. Arc Hydro Data Model: A Geodatabase containing a GIS representation of a Hydrological Information System under a case-specific database design

  5. Geographically Integrated Flood Information System Engineering Models GIS InterfaceData Models HEC-HMS Geo Database Arc Hydro data model HEC-RAS Flood Impact Analysis

  6. Objectives • Develop a geographically integrated flood modeling system using ArcGIS and the HEC models using Salado Creek in San Antonio as a case study • Drive this system with digital rain maps to generate flood maps • Store and generate HEC flood models from an ArcGIS geodatabase • Develop a scenario management system to generate and evaluate flood design alternatives

  7. Bringing Models Together: Long Time Goal (Feldman, Advances in Hydroscience, Vol.12. Orlando, Fl, Academic Press, 1981)

  8. Sources of Rainmap data • Historical NEXRAD data – NWS and TNRIS archive • Real-time NEXRAD data - web portal services • Forecast Data – NWS QPF • Design rainfall maps – 2, 5, 10, 25, 50, 100 year design rainfalls as used for FEMA floodplain studies

  9. NEXRAD WSR-88D Radars in Central Texas(Weather Surveillance Radar-1988 Doppler)scanning range = 230 km NEXRAD Products: Stage I: Just Radar Stage II: gages, satellite, and surface temperature Stage III: Continuous mosaic from radar overlaps EWX – NEXRAD radar in New Braunfels Source: PBS&J, 2003

  10. Reading Historical Archives of NEXRAD Datasets from Internet FTP Server Internet Local

  11. Real-Time NEXRAD Datasets from Web Services

  12. Design Rainfall Maps 100yr 06h 100yr 12h 100yr 24h

  13. Seamless End-to-End Floodplain Modeling Radar Precip Estimates (historic & real time) Flood Inundation Mapping

  14. Seamless End-to-End Floodplain Modeling Design Rainfall Maps 100yr 24h Flood Inundation Mapping

  15. Remapping Floodplain Boundaries Longer Records New Extreme Events Storm Frequency Analysis Wildfire Events Urban Sprawl Agricultural Expansion Watershed Land Use Configurations Channel Modifications Bridges, Culverts, Weirs Reservoirs, Levees, Dikes Storm water systems Land Use Changes Floodplain Configurations

  16. Case Study: The San Antonio River Basin Source: PBS&J, 2003

  17. Regional Watershed Modeling System Case Study Salado Creek watershed Components: • Arc HydroGeodatabase • for whole watershed • HEC-HMShydrology model • for whole watershed • HEC-RAShydraulic model • for Rosillo Creek Bexar County Rosillo Creekwatershed

  18. Integration of Components • “A Flood Simulation and Information System that will streamline the simulation process of all the relevant model components” • Integration of: • data acquisition systems • Hydrologic and Hydraulic modeling systems • Floodplain delineation routines • Flood Impact Analysis

  19. Arc Hydro and HEC-HMS HEC-HMS Hydrologic Model Arc Hydro Schematic Network Calculates Flows

  20. Arc Hydro and HEC-RAS HEC-RAS Hydraulic Model Calculates Water Surface Elevations Arc Hydro Channel Cross Sections

  21. InformationFlow Rainfall Water Surface Elevations 1 HEC-HMS HEC-RAS 4 Runoff 3 2 Streamflow

  22. Flow Change Points

  23. HEC Data Storage System (DSS)(binary data file system shared by HEC models) • An exact replica of the binary DSS files is stored in the ArcGIS geodatabase • An Arc 9 Toolbox exchanges data between DSS and the geodatabase Time series catalog Many time series

  24. FLOODPLAIN MAP NEXRAD Map to Flood Map in Arc 9 Model Builder Flood map as output Model for flood flow HMS Model for flood depth NEXRAD rainfall map as input

  25. Map2Map Workflow for FTP Ingest

  26. Map2Map Workflow for Design Storms

  27. Conclusions • Model Integration • Geographic Integration • Arc Hydro and Interface Data Models • Information Exchange Points • Data Bridges • Implemented in Arc 9.0 ModelBuilder • Adaptable for ingestion of historic, real time, forecast, and design precipitation inputs
