Company Profile • east electric company (eec) is the portfolio company of a line of projects for development of power production on renewables, • run-of-river hydro-power, • bio-gas from land-fills, • wind, • solar and • hybrid renewable energy facilities and systems. • It is an eec's ordinary, but not mandatory, practice to be stockholder in these companies. As the experts usually assert it is more than 50 percent of the prerequisite of every such project for the acquisition of the certificates, other permits and licenses, including an eligible wind velocity measuring as it is required under the local country and EU regulations. • eec is the operator providing to its partners all these instruments. • eec is member of Lions Club, Paris. www.eec.us.com

  3. Wind Power in Bulgaria There are good conditions in Bulgaria for construction of wind farms, more specifically along the sea coast and at places with altitude of 1,000 meters or higher. Following the EU Regulations , 11 percent of the power consumption from 2010 should be from renewables. A part of it could be the wind energy. On the map you can see the windy areas in three groups according to the wind density. Several zones of them are in the focus of our exploration—Cape Emine, Resovo and the ridge of the west mountain chain—GoloBardo Mountain is one of the most appropriate areas. Cape Emine Stara Planina Pernik Resovo 300-999 W/m2 200-299 W/m2 >1000 W/m2 There is a 20-percent bonus for development of renewables in Bulgaria as associated to the EU when the financing is provided by the EBRD. The Green Certificate issue is the next step of the Government policy for encouraging the investors. The purchase price of the wind energy is one of the highest in the EU.

  4. east electric company, Ltd. intends to prepare four construction sites for wind farms: • West wind zone – Pernik (two areas) and Trun (wind measuring in progress), • Kazanluk 1 and 2 (two areas in the foothills of Stara Planina Mountain), • Cape Emine (wind measuring in progress), • Cape Resovo. In Progress • Wind Zone “Trun”, area: 210,000 m2; altitude: 1,700 m the wind velocity measurement is still in progress. • Wind Zone “Pernik” - Lubash Mountain, Peak Lubash, area: 210,000 m2; the wind velocity measurement is still in progress. • Wind Zone “Kazanluk-2”, area: 140,000 m2 in the foothills of Stara Planina Mountain; obtaining certificates of ownership of the part of the above-specified land is in progress yet. • Wind Zone “Emine”, area: 140,000 m2 on the sea coast; windy zone certified with about 1,000 W/m2 density of the wind; the wind velocity measurement is still in progress.

Wind Velocity Measurement , Extrapolations and Computing • Meteorological Data: • Cross reference of wind velocity/density—direct measurement by anemometer and through ultrasound facility on 10 m, 20 m and 30 m height on discrete of each 10 min and averaged covering a of the last 10 years. • The temperature and humidity of the air for monthly one year average measured all above mentioned data obtained by, compared with the information delivered by the Metrological Centers of both the Bulgarian and Texas (U.S.A.) Air Forces. • Software extrapolation of the data for 80 m height. • Software extrapolation of the physical data for the period of 10 years. • Power Estimations: • Power (kW) and Annual Energy Yield (MW/h) were calculated for General Electric 3.6 MW wind turbines using the Standard Rayleigh distribution and unobstructed air flow.

  15. east electric company, Ltd. • What the Investor May Expect from Cooperation with eec • Land procurement (the land in Bulgaria is still the cheapest in EU). • Exchange the purpose of the land (from agricultural to industrial for construction of wind turbines). • Meteorological data—wind velocity measurement and treatment (see the previous slide). • Environmental Study with Excel-based Time-table Pro-forma Budgeting of cash flows with profitability evaluation and sensitivity analyses concerning the wind velocity fluctuation risk factor on annual bases. • Proof the wind turbine ecological impact – certificate issued by the Ministry of Ecology. • Adaptation of the engineering design to the local regulation requirements (very important). • Permission for starting industrial design, construction and other certificates (optional).* • Design for optimal location of the wind turbines with horizontal axes (HAWT). • SWOT analyses of two alternatives for funding—through Grand Scheme of the EBRD and Ex-In Bank of the United States.** • *  These certificates follow the general construction design. • ** eecLtd., Bulgaria, is subsidiary of eec Inc., Washington, DC, therefore we could inquire for offering equipment and other capital goods on US pricing level (lower than the quoted to EU), term of delivery and other commercial provisions. www.eec.us.com
