  7. Roles and responsibilities of the Military ATM Board (MAB)

  8. Roles and Responsibilities of the Military ATM Board* • States agreed that MAB is their pan-European military focal point for ATM matters • MAB develops harmonized pan-European military views and positions for civil-military ATM coordination • MAB is part of the EUROCONTROL Organisation, since EUROCONTROL is the only civil-military ATM organisation in Europe and has the largest reach in regard to the pan-European Dimension * The Military ATM Board consists of the military ATM directors of the ECTL member States (EC, NATO, S-JU and EDA are invited as observer)

  11. The Aims of SES ATM Research (SESAR)

  12. } Need for new systems Potential Capacity with current concept New Solutions from R&D Capacity with current system Short/Medium Term Programmes Why SESAR ?match Capacity with Demand for civil Air Transport Traffic The Problem for civil Air Transport Closing the capacity gap

  13. Reasons for Delays 2009 figures

  14. SESAR is a Paradigm Shift A320 SESAR ConOps – from ATC to Trajectory Management Future Past Today Radar Know the current and estimate planned a/c positions Procedural Estimate the current and planned a/c positions Trajectory Know & share the current and planned a/c positions

  15. SESAR Goals vs. military Needs SESAR Goals • Triple the capacity by 2020 • Half cost • Environmental impact per flight – 10% • Increase safety by a factor 10 • 99% flights within 15 minutes of timetable • Military Needs • Military compliance with its needs without SESAR already today! • Level of operational flexibility must remain as today • Minimize (exclude) additional budgetary constraints

  16. SES/SESAR – simplistic Overview • Airspace is a finite resource • More capacity can only be gained by • Putting more a/c in available airspace (e.g. less separation) • Making more airspace available (e.g. ASM & FUA) • SESAR develops concepts of operation and technical enablers to match capacity with future demand • Deployment is not simply implement what SESAR has developed, it requires in addition: • Validation that developments have met requirements • Safety & Security assessments • Regulatory amendments • Industrialization, Standardization & Certification • Cost-Benefit Analysis • Competitive Markets for required investments

  17. SESAR – Challenges for the Military

  18. SESAR – Challenges for the Military • Can the Military stay away from SESAR, since they do not need it? • Can the Military use the National Security and Defence “Joker” to justify non-participation? • NO • Political / economic pressure • Preserve current / future military requirements

  19. SESAR – Challenges for the Military • Areas of Military Engagement • More capacity can only be gained by • Putting more a/c in available airspace (e.g. less separation) • Make more airspace available(e.g. ASM & FUA) • SESAR develops concepts of operation and technical enablers to match capacity with demand and military needs • Deployment requirements: • Validation that developments have met requirements • Safety & Security assessments • Regulatory amendments • Certification, Standardization & Industrialization • Cost-Benefit Analysis>>keep cost low • Competitive Market Inquiry for investments >> keep cost low

  20. SESAR – Challenges for the Military • The military must engage / harmonize with • Relevant military State authorities • Relevant international organizations in support of States • EDA • EUROCONTROL • NATO • EU military Staff • Combine/complementefforts • avoid duplication

  21. SESAR – Challenges for the Military • SUPPORT to States from international organizations i.a.w. their AoRs and expertise: • ASM & FUA – EUROCONTROL • Concepts of operation & Mil Ops Requirements – EUROCONTROL including NATO requirements • Technical enablers – EDA i.a.w. Mil Ops Requirements • Validation – EUROCONTROL i.a.w. Mil Ops Requirements • Safety assessments – EUROCONTROL + EASA • Security assessments – EUROCONTROL + NATO • Regulatory amendments – EUROCONTROL • Industrialization, Standardization & Certification – EDA • Cost Analysis – EDA • Competitive Markets – EDA in support of national procurement

  22. SESAR – Challenges for the Military • Military deployment until further notice remains a State matter • States need sufficient information for their deployment decisions • The Military SESAR Forum (MSF) could be a viable option, • If • Relevant military State authorities participate • Operators • Engineers • Procurement • All relevant international organizations provide work-results from/for their Area of Responsibility • MSF reach can be expanded to include the pan-European, NATO member and PfP dimension
