  2. Indonesia’s ICT view at a glance • Indonesia’s geography has posed a challenge to the mobile industry in the region, as it is the world’s largest archipelagic country where a large population spreads over 17,000 islands. • Indonesia provides good conditions within which a variety oftechnologies and services are developing. Among others, the mobile communications industry is advancing fast. It has a huge potential for further growth backed by economic development and government policies that promote market competition. • There were 68 million mobile users in Indonesia at the end of 2006, 94.7 million in 2007 and the number of users will increase to 133 million by 2010. 3. what happened in the market ? • The number of users will increase to 133 million by 2010. In other words, about half of its total Indonesian population of 250 million will be mobile users, becoming the 3rd largest mobile market in Asia following China and India. • The Indonesian mobile market is driven by a variety of factors. Service coverage will expand rapidly thanks to aggressive investments in the infrastructure. Some mobile operators have introduced radical tariff plans although it is a growing industry, hinting that more and more middle and low income users will sign up for mobile services. • The Indonesian mobile operators that have already obtained licenses to provide nation-wide services are expected to expand their service coverage rapidly. Accordingly, mobile users will increase substantially in the suburban areas and small towns. Up until now, mobile communications services have been concentrated in the major cities. 4. what happened in the industry ? • Since 2002, the country’s telecommunications sector underwent majorr egulatory restructuring to liberalize the telecommunications sector. The monopoly of major operators in Indonesia - PT Telkom and PT Indosat, was terminated. • At present Indonesia has around 9 million fixed-lines telephones, representing a teledensity of around four lines per 100 people. To stimulate the development of country’s teledensity rate, PT Telkom, PT Indosat, PT Bakrie, and PT Smart Telecom deployed CDMA fixed-wireless service. • The Indonesian cellular market is heating up and potentially lucrative as demand for mobile phones continues to increase. With around 124 million postpaid and prepaid subscribers (cellular and fixed-wireless) in early 2009, a penetration of 53% indicates there is still room for growth. • The number of subscribers is forecasted to grow by around 30-35 million in 2008. CAPEX for nine operators (GSM and CDMA) is expected to reach $7 billion in 2009. The shape of the market is expected to undergo change as a number of new operators, with foreign partners, like Singapore Telecommunications Limited (Singtel), Singapore Technologies Telemedia (STT), Telecom Malaysia, Maxis, and Hutchinson, Qatar telecom enter the market and owned PT Indosat. • The largest three mobile operators in the market still have significant market power, with Telkomsel, Indosat and XL serving 78 percent of all market subscribers at the end of 2008. This is more than three times the number of PCs, and roughly double the number of fixed landlines in use. And most of these handsets have the processing power of yesteryear’s PCs.”- Berg Insight (June 2007) MOBILE LEARNING : INDONESIAN PERSPECTIVE | The APAC Mobile Learning & Edutainment Conference 2009
