Why Consider Co-Optimization? • Instruction to ERCOT/Stakeholders in Commission Order in 31540 • Possibility of optimizing between reserves and energy closer to Real Time • Potential benefit of freeing up more efficient units to produce energy (by shifting reserves to online units with more expensive energy)

  5. Potential Advantages of Framework Developed by TF • Leverages systems already scoped out for Nodal by using SCED module • Tried to keep nodal implementation timeline intact • Balances potential economic gain (of potentially cheaper real-time energy prices) with reliability (by not including regulation, and by not doing 5-minute co-optimization)

  6. Framework Developed by TF Ancillary Services to Co-Optimize with Energy • Responsive Reserve • Non-Spinning Reserve Process • Use 2-Step SCED from Real Time solved against Load used in (immediately) prior HRUC Frequency • Hourly in HA, after HRUC Settlement • Part of RT Settlement

  7. General Framework Use telemetry as initiation point for 2-Step SCED, along with offers and bids for RRS and NSR, and energy offer curves. Solve against load used in HRUC. Calculate new MCPCs for RRS and NSR for the hour. Post actual MCPCs and advisory LMPs. HRUC Co-Optimization Operating Period Hour Ahead Real Time

  8. COTF Recommendation to WMS • Endorse the recommendations made in COTF whitepaper and forward it to ERCOT for use in discussions regarding the implementation of the concepts described above with potential vendors during ERCOT’s vendor selection process. • Request ERCOT to report the results of vendor discussions to WMS and TPTF, along with any impacts to nodal implementation schedule or project costs.
