Swiss Cooperation Programme • SDC active in Ukraine since mid-1990s;Framework agreement on technical and financial cooperation between Switzerland and Ukraine signed in 1997;Swiss Cooperation Office opened in 1999 • Joint strategy of the Swiss Agency for Development and Cooperation (SDC) and the State Secretariat for Economic Affairs (SECO) for the period 2011-2014 • Four priority domains of intervention: • Local Governance and Public Services (SDC) • Reproductive Health (SDC) • Financial and Economic Sustainability (SECO) • Sustainable Energy Management (SECO) • Non-core program: justice reform, prevention of human trafficking, contribution to Chernobyl Shelter Fund • Overall budget for 2011-2014 roughly CHF 60 million

Main results achieved since 2007: Domain Local Governance and Public Services • Up to 350,000 citizens gained access to improved communal services in selected Oblasts of Ukraine • More than 1,000 civil servants and representatives of local self-governments trained on participatory planning, budgeting and management of public services • e-Learning platform installed, training modules, manuals and recommendations on local governance and public services delivery elaborated and introduced countrywide

Partnerships of SDC in Ukraine • Implementing partners of SDC: UNDP, CoE, WHO, Unicef, IOM; Swiss TPH, Skat; Ukrainian NGOs • Working relations with other bilateral donors • Partners of SDC in Ukraine: • Presidential Administration • National line ministries: Regional Development and Construction, Housing and Communal Services; Health • Parliamentary Committees • National Academy of Public Administration; National Medical Academy for Post-graduate Education • Local government associations • Regional and sub-regional authorities in selected Oblasts • Civil society organizations

Partnerships of SECO in Ukraine • Implementing partners of SECO: IFC, FIBL, SIPPO, UNIDO • Partners of SECO in Ukraine: • Ministry for Regional Development and Construction, Housing and Communal Services • Ministry of Ecology and Natural Resources of Ukraine • Ministry of Economic Development and Trade • Ministry of Agrarian Policy and Food • The Parliament of Ukraine • Local banking association, associations of agricultural producers • Municipalities and regional administrations

Plans 2012 • Workshop for exploiting synergies among domains in the area of energy efficiency for residential buildings and hospitals • Gender assessment at the domain level in Reproductive Health • New initiatives to be launched in the domains of • financial and economic sustainability, • local governance and public services, • sustainable energy management

Outlook 2012: Domain Local Governance and Public Services • Decide on continuation or phasing out of DESPRO and MGSDP projects • Identify additional interventions • Decide on the continuation of the project “Strengthening the Capacity of Local Authorities in Ukraine” (implemented by the CoE) after the inception phase • Ensure synergies between the ongoing and planned projects within the domain (in the areas of inter-municipal cooperation, including inter-municipal projects on Solid Waste Management, and knowledge management for civil servants)
