  2. Scope of the Training Introduction on EU – Ukraine cooperation Twinning in Ukraine The Project Cycle Management This project is funded by the EU This project is implemented by Human Dynamics Consortium

  3. EU Goals • To foster cooperation among the peoples of Europe • To promote unity while preserving diversity and • To ensure decisions are taken as close as possible to the citizens This project is funded by the EU This project is implemented by Human Dynamics Consortium

  4. EU Technical Assistance to Ukraine This project is funded by the EU This project is implemented by Human Dynamics Consortium

  5. EU – Ukraine cooperation • EU Cooperation with Ukraine started with the independence (1991) • It was initially focused on supporting the transition towards a market economy and a democratic society governed by the rule of law This project is funded by the EU This project is implemented by Human Dynamics Consortium

  6. EU – Ukraine cooperation • The assistance to Ukraine took various forms / modalities: • Transfer of know-how (expertise, training, etc.); • Financing - on a grant basis - of equipment, works and supplies; • Macro-financial assistance (contributions to the budget); This project is funded by the EU This project is implemented by Human Dynamics Consortium

  7. EU – Ukraine cooperation • Priority domains for the transfer of know-how were: • Reform of the state • Support to entrepreneurship (enterprise restructuring, support to SMEs, development of the financial sector, etc.) • Support to civil society (NGOs) and local governments; • Training (managers, former military, etc.); • Infrastructure (transport, municipal services, etc.); • … This project is funded by the EU This project is implemented by Human Dynamics Consortium

  8. EU assistance to Ukraine: Factsheet • Total amount of assistance, 1991-2006 is appr. € 2.5 billion • Priority sectors: • Tacis National Program 891.6 mln • Tacis Nuclear Safety 621.1 mln • Tacis Cross Border Cooperation 40.2 mln • Tacis Regional Program 50.0 mln • Fuel Gap 65.0 mln • Humanitarian Assistance (ECHO) 20.5 mln • Macrofinancial assistance 675.0 mln • Human Rights 5.95 mln This project is funded by the EU This project is implemented by Human Dynamics Consortium

  9. The Neighbourhood Policy • In 2004 the EU – Ukraine relationship has entered into a new period with the elaboration of the European Neighbourhood Policy (ENP). • This policy concerns the relationship with countries bordering the EU after the enlargement process of 2004 and 2007, i. e. countries of the Southern Mediterranean rim (from Morocco to Syria) and towards the East of Europe (Ukraine, Moldova, Belarus, Georgia, Azerbaijan and Armenia). • The aim of the ENP is to avoid the emergence of new dividing lines between the enlarged EU and its neighbours and instead to strengthen the prosperity, stability and security of all concerned. • The ENP goes beyond existing relationships to offer a deeper political relationship and economic integration. This project is funded by the EU This project is implemented by Human Dynamics Consortium

  10. European Neighbourhood and Partnership Instrument (ENPI) • The technical cooperation between the EU and the Neighbourhood countries is consequently re-focused on a priority objective: to bring closer the legal and institutional systems, so as to facilitate the exchange of ideas, people, goods and services, capital, etc. for the benefit of all. • A new framework for technical cooperation was adopted and entered into force on 1st January 2007: the European Neighbourhood and Partnership Instrument (ENPI). • Together with the Neighbourhood Policy, the use of Twinning and TAIEX, which had been used since 1998 to prepare the accession countries for membership, was extended to the countries of the European Neighbourhood region. This project is funded by the EU This project is implemented by Human Dynamics Consortium

  11. What is Twinning? • Twinning is an institutional building tool and a new form of direct technical co-operation between public bodies of EU Member States and Ukraine that will provide for a transfer of know-how and good practices between public administrations of EU Member States and their Ukrainian counterparts. • Twinning instrument has proved successful in legislation approximation and introducing public administration best practices in the Member States that joined the EU in 2004 and 2007. This project is funded by the EU This project is implemented by Human Dynamics Consortium

  12. What is Twinning? • Twinning has contributed to the development of a professional network of civil servants between EU Member States and public administrations of countries where Twinning projects were implemented and helped to develop all-round ties between these people, bodies and countries. • More than a thousand Twinnings have been implemented so far. This mechanism has proved a powerful tool for the preparation of the new Member States for EU accession. This project is funded by the EU This project is implemented by Human Dynamics Consortium

  13. Twinning Projects per sector in Candidate Countries 1998-2004 (total of 1030) 51 15 55 227 226 101 81 111 163 This project is funded by the EU This project is implemented by Human Dynamics Consortium

  14. What is Twinning? • One of the key Twinning features is the concept of mandatory results: both the Ukrainian and the EU partner commit themselves to work towards a commonly agreed result, which should be measurable and precise. • The Member State administration will contribute a team of experienced civil servants, including: • A Resident Twinning Advisor (RTA), who will stay full time at the partner administration(i. e. 1 to 3 years) • A large team of experts coming to Ukraineon short-term missions (1-2 weeks or more for each mission); • Twinning projects are financed by the European Commission. The Ukrainian partner will contribute to the project with human resources, fully equipped office space, training/ conference venues and facilities, including interpretation. This project is funded by the EU This project is implemented by Human Dynamics Consortium

  15. Twinning project cycle overview The main steps Project idea Twinning fiche development Contract preparation Project implementation Evaluation This project is funded by the EU Support to the establishment of the Twinning PAO in Ukraine

  16. Twinning Funding in Ukraine Estimated amount of funds dedicated to Twinning until 2007: - Approximately 22 M € This project is funded by the EU This project is implemented by Human Dynamics Consortium

  17. The pipeline of twinning projects in Ukraine(1) The pipeline of projects is the list of projects which are active, at different stages of preparation or implementation, at a given point in time. The development of twinning projects in Ukraine was initiated in the fall of 2005. As of 15 February 2008, the Ukrainian “pipeline” consisted in 30 projects, of which 7 projects already under implementation; 3 twinning contracts under preparation (the Member State is selected); 11 Twinning project fiches under preparation; 9+ concepts for projects are being considered. This project is funded by the EU This project is implemented by Human Dynamics Consortium

  18. The pipeline of twinning projects in Ukraine(2) Projects currently under implementation: This project is funded by the EU This project is implemented by Human Dynamics Consortium

  19. The pipeline of twinning projects in Ukraine(3) Other projects under preparation (contract drafting phase, preparation of a twinning fiche) – the list is illustrative and not exhaustive. This project is funded by the EU This project is implemented by Human Dynamics Consortium

  20. What Does it Take to Twin? • It takes two • Open-mindedness • Understanding • Human resources • Time • Common language • Propensity to invest for the future • Mission • Humour This project is funded by the EU This project is implemented by Human Dynamics Consortium

  21. Project Cycle Management - Introduction • A methodology for the preparation, implementation and evaluation of projects based on the Integrated Approach (IA) and the Logical Framework Approach (LFA) • IA- The continuous examination throughout all project phases • LFA- mandatory methodology for all EU projects This project is funded by the EU This project is implemented by Human Dynamics Consortium 21

  22. PCM REQUIRES • Active participation of key stakeholders • LFA to support a number of key assessments / analyses incl. stakeholders, problems, objectives + strategies • Incorporates key assessment criteria requires production of good-quality key documents to support decision-making This project is funded by the EU This project is implemented by Human Dynamics Consortium 22

  23. The 6 Phases of the Project Cycle • Programming – focus for assistance ? • Identification – relevant project concept • Formulation – project design/ financing Pr. • Financing Decision – Tender/Contracting • Implementation – results to be achieved • Evaluation – Systematic Assessment This project is funded by the EU This project is implemented by Human Dynamics Consortium 23

  24. Levels of the project description Overall objective Broad development impact to which the project contributes at national / sector level Project purpose The development outcome at the end of the project – includes benefits to target group(s) The goods and services delivered by the project which are largely under management control; Results! Activities The tasks (work programme) that need to be carried out This project is funded by the EU This project is implemented by Human Dynamics Consortium 24

  25. Vertical logic Verifiable indicators Sources of verification Assumptions Project Description Overall objective Project purpose Results Activities Pre- conditions « For each level of the intervention logic, if results are delivered and assumptions/pre-conditions hold true, then ... » This project is funded by the EU This project is implemented by Human Dynamics Consortium 25

  26. Horizontal logic Project Description Verifiable indicators Sources of verification Assumptions Overall objective Project purpose Results Activities This project is funded by the EU This project is implemented by Human Dynamics Consortium 26

  27. Monitoring Monitoring Allows a continuous adaptation if problems arise or if context changes This project is funded by the EU This project is implemented by Human Dynamics Consortium 27

  28. Assumptions • External factors which would affect the progress or success of the project BUT OVER WHICH THE OPERATION MANAGER HAS NO DIRECT CONTROL • Examples: Changing Policy, Partner Capacity, This project is funded by the EU This project is implemented by Human Dynamics Consortium 28

  29. OVIs Objectively Verifiable Indicators Measurable indicators that show whether or not results/objectives have been achieved This project is funded by the EU This project is implemented by Human Dynamics Consortium 29

  30. Adaptation • The on-going monitoring is an early warning instrument which allows the identification of necessary adaptations e.g. re-allocation of resources in due time and suggests changes to the decision-makers to keep the project on track to achieve the MANDATORY results and finally the Project Purpose This project is funded by the EU This project is implemented by Human Dynamics Consortium 30

  31. Evaluation Periodic assessment of the • Relevance – qual. of planning/adaptation • Efficiency – do activities lead to results • Effectiveness- can project purpose be achieved • Impact – Effect for wider environment • Sustainability – continuous benefits of project in the context of the stated objectives. This project is funded by the EU This project is implemented by Human Dynamics Consortium 31
