SBE : Aim of the project • Precise geometric description of the boundary points and lines based on agreed ETRS89 coordinates. • Support consistent edge matching features at borders in accordance with article 10.2 from INSPIRE Directive Pierrette Fraisse, General Administration of Patrimonial Documentation

SBE : Progress of the project • Questionnaire state of the art, • Developed a Boundaries Data Model, • Tested the Data Model, • Extended the SBE Data Model to support edge matching features, • Influenced the drafting of INSPIRE documents Pierrette Fraisse, General Administration of Patrimonial Documentation

SBE • Promote the data model, distribute the EB Guidelines and ask the EuroGeographics members to provide their international boundaries, • Maintain close contacts within other EuroGeographics projects and products and with INSPIRE and GMES, • Establish the needs of users and customers. • swisstopo implements and manages the SBE database, • Investigate the potential of incorporating the international borders in the sea. SBE how to expend the community ? • EG is asked for help to encourage other member organisations to participate • EG promotes SBE : for example : Justice Forum (DG Justice, Freedom and security) • EG follows with the manager of the project the new developments of FRONTEX and EUROSUR Pierrette Fraisse, General Administration of Patrimonial Documentation

SBE : links • FRONTEX : construction of a European Institutional Model for Managing Operational Cooperation at the EU,s External Borders Within the context of the fifth enlargement of the EU, the increasing securisation of Justice Home Affairs (JHA) policies and the establishment of an area of freedom, security and justice, the issue of integrated border management (IBM) has become crucial since 2001 Pierrette Fraisse, General Administration of Patrimonial Documentation

SBE : links • EUROSUR : European Border Surveillance System - creation on 13 February 2008 by the EC - focussing initially on the southern and eastern borders of EU - main purpose : preventing unauthorised border crossing, reducing the number of illegal immigrants loosing their life at sea and increasing the internal security of the EU by contributing to the prevention of cross-border crime Pierrette Fraisse, General Administration of Patrimonial Documentation

SBE : links • EUROSUR could be set up in three, parallel on-going phases : - PHASE 1: The aim of this phase is to interlink and streamline existing surveillance systems and mechanisms at Member State level. - PHASE 2: The purpose of this phase is to make better use of surveillance tools at EU level. - PHASE 3: The objective of this phase is to create a common information sharing environment for the EU maritime domain.
