  2. Impeachment • The bringing about of formal trial against a President for wrongdoings while in office. • House of Representatives • The bring about the charges of impeachment. • Senate • They are responsible for trying the President during the impeachment trials.

  3. Impeachment • Only two Presidents were impeached while in office. • Andrew Johnson and Bill Clinton • Richard Nixon resigned before the impeachment trials could take place.

The Clinton Impeachment • The House of Representatives voted 228-206 in favor of bringing about impeachment trials in 1998 • Grounds : Perjury – Grand jury • Definition of the word ‘is’ • Senate – 67 votes needed for conviction • 45 voted to convict President Clinton of perjury.   5. Declaring War • Only Congress can declare war on another nation. • The last time congress officially declared war was World War II • Desert Storm, Afghanistan, Iraqi Freedom – military engagements authorized by congress • Libyan intervention – NATO authorization

  6. War Powers Resolution of 1973 • Requires the President to notify Congress within 48 hours of committing armed forces to military action. • Forbids armed forces from remaining for more than 60 day, also given 30 days to withdraw forces.
