  3. More than Just Electricity • Exclusive jurisdiction • Dams • Water conduits, reservoirs and certain “Navigable Waters” • Powerhouses, transmission lines, electricity • Natural gas (also LNG) and transmission lines • Certain markets (rates and charges) • Interstate

What They Care About • FERC’s stated “Top Priorities” • Goal 1 • Oversee development of mandatory Electricity Reliability Standards to protect bulk power supply • NERC Standards • Goal 2 • Ensuring competitive markets • CAISO / MRTU • Goal 3 • Enforcement • Provide guidance to Transmission Providers on complying with the Standards of Conduct • Prevent market power and manipulation

Why do we Care? • Office of Electric Reliability: Empowered • Oversees NERC • WECC interfaces with NERC via the WECC Delegation Agreement • Standards Development • Review and recommend • FERC can accept, reject or remand • Monitor compliance • Audit authority and investigatory authority • Sufficiency of regional planning processes

Proactive Engagement • Oversees NERC • Engage in the “FERC Process” • Budget to buses • Hold the entity to the highest standard • Engage in the NERC and WECC “Process” • Comment on standards • Review and recommend • Hold the entity to the highest standard • Expect to be held to a higher standard
