Notices • The Gas Industry Standards Board (GISB) set standards with respect to notices back in 1996 • Critical and non-critical notices were required to be posted on the Transportation Service Providers (TSP) designated website • These notices were also to be provided to affected parties’ choice of Electronic Notice Delivery mechanism(s) • The notices describe the conditions and specific responses required from the affected parties • GISB defined 12 notice types covering maintenance, intraday bumping, operational flow orders (OFO) etc.

Notices • GISB was replaced by the National Energy Standards Board (NAESB) and Order 587-V expanded the notice categories and the parties to receive critical notices • TSP are required to provide critical notices to Balancing Authorities (BA) and/or Reliability Coordinators (RC) and Power Plant Gas Coordinators (PPGC)

Notices - Definitions • The PPGC was defined as the entity(ies) having responsibility for natural gas requirements and coordinating deliveries to meet those requirements at natural gas-fired electric generating facility(ies) • The BA is the term used to describe the responsible entity that integrates resource plans ahead of time, maintains load-interchange-generation balance within the BA area, and supports interconnection frequency in real time. • The RC is the term used to describe the entity that is the highest level of authority who is responsible for the reliable operation of the bulk electric system, has the operating tools, processes and procedures, including the authority, to prevent or mitigate emergency operating situations in both next day analysis and real time operations.

Notices - Definition • Critical notices pertain to information on TSP conditions that affect scheduling or adversely affect scheduled gas flow • Non-critical notices pertain to general information • When notices are sent via E-mail the subject line must be in the following order separated by commas: (1) “Critical”, (2) Notice Type Abbreviation(s), (3) the Notice Effective Date in YYYYMMDD format, (4) the name or abbreviation of the TSP and (5) the TSP’s D-U-N-S Number • A critical notice from Northwest Pipeline GP would look like • Critical,Weather,20121120,NWP,XXXXXXX • This subject line tells the receiver that it is a critical notice related to weather events potentially affecting operations (hurricanes, freeze-offs, etc) effective November 20th on Northwest Pipeline’s system

Notices - Definition • An example of the notice types are: • Capacity Constraint – capacity constraint resulting from situations other than an Operational Flow Order, Curtailment or Force Majeure • Capacity Discount – TSP’s firm capacity that is being offered at a rate that is below the maximum tariff rate • Customer Services Update – general customer service information, e.g. calendars, customer events/presentations, weekend/holiday coverage, availability of invoices, etc. • Gas Quality – notice of gas quality issues/warning/information • Intraday Bump – notice of bumping scheduled interruptible transportation transactions • Maintenance – scheduled repair or maintenance to system/segment facilities or equipment which may impact services • Operational Flow Order – order issued to alleviate conditions which threaten or could threaten the safe operations or system integrity of the TSP system or to maintain operations required to provide efficient and reliable firm service

Notices • Notices are posted on the TSP designated website and E-mailed at parties request • Notices are posted with as much lead time as possible allowing parties to make any necessary changes • In most instances a notice must be posted prior to a TSP engaging in a conversation with parties on a one-to-one basis • TSP Gas Control departments communicate daily with interconnecting TSP concerning routine day-to-day operations
