  9. Article 403. Flow Release and Monitoring Plan. Within one year of license issuance, the licensee shall file with the Commission for approval, a flow release and monitoring plan.

  10. 74. In the final EIS, staff concludes that the existing USGS gage no. 11293200, located downstream of the Sand Bar diversion dam, is rated to only measure flows up to 70 cfs, and that there is also uncertainty regarding the frequency of stage data recordings.

  11. Staff recommends that USGS gage no. 11293200 be modified or replaced with a new stream gage to ensure compliance with the daily flow releases up to 100 cfs, minimum supplemental flows up to 400 cfs, recreational boating flows of at least 700 cfs for the Sand Bar reach, and ramping rates required by this license.

  12. Before modifying or installing the Sand Bar dam reach gage, the licensee shall consult with the U.S. Forest Service; the U.S. Geological Survey; the California Department of Fish and Game; and the California State Water Resources Control Board on the appropriate equipment, location, and timing of the installation, as necessary.

  14. Form L-1 (October, 1975) FEDERAL ENERGY REGULATORY COMMISSION TERMS AND CONDITIONS OF LICENSE FOR CONSTRUCTED MAJOR PROJECT AFFECTING LANDS OF THE UNITED STATES

  15. Article 8. The Licensee shall install and thereafter maintain gages and streamgaging stations for the purpose of determining the stage and flow of the stream or streams on which the project is located, the amount of water held in and withdrawn from storage, and the effective head on the turbines; shall provide for the required reading of such gages and for the adequate rating of such stations

  16. The installation of gages, the rating of said stream or streams, and the determination of the flow thereof, shall be under the supervision of, or in cooperation with, the District Engineer of the United States Geological Survey

  17. The number, character, and location of gages, meters, or other measuring devices, and the method of operation thereof, shall at all times be satisfactory to the Commission or its authorized representative.

  18. The Licensee shall keep accurate and sufficient records of the foregoing determinations to the satisfaction of the Commission, and shall make return of such records annually at such time and in such form as the Commission may prescribe.

  19. WATER RESOURCES DISCIPLINE POLICY MEMORANDUM NO. 2008.01 Subject: Water Resources Discipline Policy on Accepting Furnished Records This memorandum documents the policy of the U.S. Geological Survey (USGS) regarding acceptance of hydrologic data collected by other agencies

It is a long-standing policy and practice that the USGS will accept data collected by other agencies, provided that the USGS quality assures the data (and) can attest that the data are collected using methods that result in data that have an accuracy comparable to the data collected by the USGS

  21. The USGS has technical manuals and memoranda that define data collection, data processing, and quality assurance standards for each of the major data types collected in USGS Water Programs (stage, streamflow, water level in wells, water quality, sediment, and biota).

  22. These are available from the WSCs and are crucial to the process for evaluating whether the USGS should accept specific furnished records.

  23. USGS Technical Offices and Regional Technical Specialists are available to provide guidance and support to WSCs in evaluating appropriate data collection procedures for furnished records.

  28. If the flow record is computed from electrical power output records or from AVM records, then every effort should be made to check the calibration with current-meter measurements

  29. Portable clamp-on type AVM’s can also be used to verify installed AVM readings if an adequate pipe section is available. The reviewing office should have documentation on file for the AVM programming and calibration history.

  30. The reviewing office should have documentation on file for the conversion factors used to convert electrical power output to water discharge.

  31. The final review occurs after the close of the water year and is the same type of review that the Survey Field Office Chiefs make for the records computed in their own offices, except that a brief write-up of review comments for each station must be prepared.

  32. USGS Review Process: • Site Visit - 2X per Water Year • Review of cooperator record package (in cooperators office or in USGS Field Office) • Field Office Chief Review • 10% QA Review by CA WSC staff • USGS Headquarters Office of Surface Water QA Review of CA (every third year)

  33. In reviewing FERC records, the licensees are expected to maintain the same standards as the Survey in developing ratings, applying shifts, and datum corrections

  34. Materials to be Included for Review of Furnished Record: o Daily values summary o Hydrograph of daily discharges o List of discharge measurements o Copies of front sheets for discharge measurements o Log of visits

  35. o Primary Computation (PC) sheets (hourly gage-heights, shifts, datum corrections) o Copy of any graphic record used for computationo New rating tables and new rating curves o Station analysis o Station description

  36. Furnished reservoir records -- Field inspection notes for stage stations must be reviewed along with any recent level notes. Graphic charts and/or primary computation sheets, if there are any, should also be reviewed.
