Federal & State Legislature pass laws which make up the vehicle code • State & Local police enforce the laws • State MVC set up rules and regulations for the control of drivers and motor vehicles. • Courts decide whether drivers charged with violating the laws are guilty or innocent. • Local, county, and state highway traffic engineers maintain the roadways.
