Why do we need a price identifier model? • The vfm benchmarking exercise presented to CWPF in December 2005 stated that a sliding scale will be introduced • The model provides a target hourly rate for each service • More accurate target than between £13.50 and £22.50 • Developed in consultation with a steering group of providers (reports) • Transparent/ evidenced
How does the price identifer model work? • 6 issues will be assessed for each service, marked between 0 (least expensive) to 4 (most expensive), and weighted according to impact on price • Service density (15%) • Rurality (15%) • Salary Push (5%) • Staff Competency (15%) • Outcome required (25%) • Service Quality (25%)
How does the price identifer model work? • The weighted score will be equivalent to a target hourly rate • Used as a basis for negotiations
Next Steps • Each provider will receive a document introducing the price identifier model • Narrative document • Details of the 6 issues, with how each will be scored • SP team have started feeding service details through model • Used in individual contract negotiation meetings • The time frame to achieve these target hourly rates is 2010, the end of the 5 year strategy • A stepped approach will be expected
