GENERAL FACTS
  • All DOE-sponsoredbussing services are outsourced to private companies
  • Contract terms range from six years to as much as ten years
  • STSB currently contracts a total of 422 general education buses and 294 special education buses statewide
  • STSB is under-going internal reforms to improve the way pupil transportation services are procured and managed

IMPORTANT THINGS TO KNOW
  • Central office is located at 1042 Young St in Honolulu; provides administrative support to all eight school districts
  • There are eight (8) District Transportation Officers (DTO), one for every regional district
  • The primary function of the DTO is to serve as Transportation Liaison for schools
  • Schools are encouraged to contact their DTOto resolve all transportation concerns.

IMPORTANT THINGS TO KNOW
  • School transportation policies: Hawaii Administrative Rule Title 8 - Chapters 27 (eligibility rules) and 28 (safety rules)
  • NOTE: STSB does not arrange, pay for or manage field trip transportation servicesbut does provide advise with regard to “school-owned vehicles”
  • The Department of Transportationenforces safety rules relating to bus driver qualifications and school bus vehicle safety equipment.

CREATING BUS ACCOUNTS
  • General Ed Bus Service – See your school bus pass clerk regarding theSchool Bus Transportation (SBT) web application; point of sale for bus passes is the school office.
  • Special Ed Bus Service (Curb-to-Curb) – Teacher/SSC creates request in eCSSS
  • 504/Other Than Curb-to-Curb – Teacher/SSC prepares Form ST16 for Principal, DES and CAS review/approval

SCHOOL BUS INCIDENTS
  • Drivers and aides are required to report school bus incidents to the school via DOE Form ST-15 or ST-15S
  • School administrators are responsible for investigating and resolving ST-15 reports through counsel or discipline
  • The ST-15S report is used only to keep school officials informed of special education school bus incidents; discipline is optional.
