The people shall have the right to fish upon and from the public lands of the State and in the waters thereof, excepting upon lands set aside for fish hatcheries, and no land owned by the State shall ever be sold or transferred without reserving in the people the absolute right to fish thereupon; and no law shall ever be passed making it a crime for the people to enter upon the public lands within this State for the purpose of fishing in any water containing fish that have been planted therein by the State; provided, that the legislature may by statute, provide for the season when and the conditions under which the different species of fish may be taken. • Article 1, Section 25 California State Constitution

California’s Experience • Clearly California is Ground Zero when it comes to assaults on access to the ocean for recreational anglers. • California has had the strongest freedom to fish language in the nation. • What was missing was for the impacts of recreational fishermen to be singled out from the impacts of industrial fishing gears.

  3. Insanity: “Doing the same thing over and over and expecting different results” • Sportfishing response to MPAs has been consistent • “Throwing rocks at the process has it’s limitations”

  7. For a “Field and Stream” Editorial nearly 100 years ago, Teddy Roosevelt wrote: “It is axiomatic to say there will be no hunting and no fishing unless we, the people, demand conservation. We are not aiming at the European idea of conservation, where there are great preserves for the use of a few individuals. What we are striving for in this country is to preserve our animals, birds and fish so that the average American can have the opportunity for life in the open.”

How Can We Apply This Same Conservation Ethic to Our Oceans? • In the Spirit of “Teddy Roosevelt” DEMAND Conservation. • Support the Bush Administration’s Action Plan for the Oceans. • “Ocean Parks” offer the Perfect Vehicle to apply the Conservation Ethic to our Oceans. • IT IS UP TO THE PEOPLE IN THIS ROOM !!!
