NIAP Interpretation (NI) • US local interpretation of the Common Criteria http://niap.nist.gov/cc-scheme/PUBLIC/index.html • International interpretation is published by CCIMB as Final Interpretation (FI). (different from NI)http://www.commoncriteriaportal.org/public/expert/index.php?menu=4 • These are different, but it is not clear if they are consistent or not. (We need to confirm.)

  3. NIAP Consistency Instruction Manual • CIM is used to create US Government PPs. • DAPS asks P2600 WG to do so. • CIM requires to apply some NIs to the PP. • It means that the PP become an US-local PP. • No assurance of its validity in other CCcountries.

So, I asked Japanese certification body. • “Are the PPs under NIAP CIM valid in Japan?” • “Logically it can be, but only in case that we can confirm the NIs are consistent with CCIMB FIs.” • “Additionally, it will actually need more cost and time than usual, because Japanese venders,evaluators, and certificaters have to newlylearn the NIs and confirm the consistencywith CCIMB FIs.” • I don’t know the situation about thisissue in other CC countries so far.

Question • Should we adopt the NIAP CIM for our PPs? • Yes, our PPs should be the US government PPs.(much effort to change and no assurance of validity in other CC countries, but DAPS is happy) • No, our PPs don’t have to be US-specific PPs.(definitely valid in all CC countries) • No, but we should use the CIM as good reference except NIs. (still valid in all CCcountries, additionally similar to US PPs,but much effort to change)
