Four Job Centers • Created and operated by Non\Government entities selected in competitive process • Will provide a single interface to the welfare system • Place participants on the “Employment Ladder” and engage 30 to 40 hours/week • Will process new applications and convert current welfare recipients

New Applications • Required ongoing activity during the initial application period • Applicants must participate in employment-related activities as a condition of welfare eligibility: • Establish a Personal Plan • Job search • Job readiness training • Other work-preparation activities • There will be an active attempt to divert new applicants to alternatives to welfare, especially employment

Current Recipients • Required to report to the job center, where NIIbenefit eligibility will be verified under the pilot program • To continue welfare eligibility, recipients must: • Participate in employment-related activities (same as applicants) • Comply with diversion • Notices will be sent to all recipients informing them of the new program and the need to report to the job center
