Corporal Punishment • Almost all state statutes state that a parent or guardian can use reasonable and appropriate force to maintain discipline and to promote the well-being of a child’s welfare. • This right is extended to those who care and supervise the child. • 27 states exclude teachers (WI)

  6. What is Child Abuse and Neglect (CAN) • Any mistreatment of a child that results in harm or injury and that has no reasonable explanation.

  7. Types of Abuse and Neglect • CHILD NEGLECT • PHYSICAL ABUSE (PA) • SEXUAL ABUSE (SA) • EMOTIONAL ABUSE

  8. Child Neglect Failure , refusal or inability of a caregiver, for reasons other than poverty, to provide food, clothing, medical or dental care or shelter so as to seriously endanger the physical health of the child.

  11. Physical Abuse (PA) Physical injury inflicted on a child by other than accidental means. Serious physical harm inflicted on an unborn child.

  17. Emotional Abuse Emotional Abuse is a pattern of behavior that attacks a child’s emotional development, spirit, self-concept and makes them feel unloved, unlovable, and worthless.

  18. Emotional Abuse • Constant criticizing • Belittling • Insulting • Rejecting • Withholding love • Withholding support • Withholding guidance • Accompanies other forms of abuse

Behavioral Red Flags Mimic Behaviors (e.g., criticize, belittle, insult, physical aggression) Frequent crying (seemingly unprovoked) Withdrawn (e.g., plays alone) Perpetually sad and unhappy Appears confused and unsure Physical Red Flags Violent with other students Anhedonia Catatonic state (e.g., frozen, emotionless, lifeless) Emotional Abuse

  20. QUICK FACTS • Child Abuse happens every 10 seconds • 2,450 children a day • 5 children die every day • $104 Billion annual cost from Child Abuse • These are all conservative numbers as numbers are severely underreported.

Facts and Statistics • In 2007, over 3.2 million allegations and 5.8 million children • Approximately 896,000 children were found to have been victims of abuse or neglect. • 5 children die in the United States each day from abuse or neglect. • 42% are under the age of 1 • 77% are under the age of 7 Source: www.preventchildabusewi.org

Facts and Statistics • In 2006 in Wisconsin there were: • 41, 294 reports of child abuse • 1,251 substantiated cases of physical abuse • 2,871 substantiated cases of sexual abuse • 50 substantiated cases of emotional abuse • 3,313 substantiated cases of child neglect • 13 substantiated cases of a child having died because of child abuse or neglect Source: www.preventchildabusewi.org

Mandatory Reporters Professionals and para-professionals who, in the ordinary course of their work and because they have regular contact with children, disabled persons, senior citizens, or other identified vulnerable populations, are required to report (or cause a report to be made) whenever financial, physical, sexual or other types of abuse has been observed or is suspected, or when there is evidence of neglect, knowledge of an incident, or an imminent risk of serious harm. http://en.wikipedia.org/wiki/Mandated_reporter
