  5. General Objective To develop the vigilance of Port Facility staff in the observation of unauthorised activity within the Port Facility

  6. Specific Objectives • To test the vigilance of Port Facility staff to unusual / unauthorised activity within the Port Facility’s Restricted Areas • To practice security staff in the conduct of checks on unusual / unauthorised activity within the Port Facility’s Restricted Areas • To enhance the security awareness of threats to the Port Facility • Meet or better the specified compliance benchmark for this drill.

  7. Required Attainments • Security staff will be able to: • Recognise activity within Port Facility Restricted Areas that may be considered unusual / unauthorised • Act on their suspicions to report such activity • Verify the reported activity

  10. Scenario • The delivery of ship stores may be an opportunity for illegal trade in contraband goods • Once past the security checkpoint, the exchange of contraband goods may take place in secluded areas within the Port Facility • Port Facility staff must be vigilant to any suspicious activity

  11. Controller Mission To deliver and unload a consignment of ships stores in a Restricted Area within the Port Facility and perform a clandestine exchange of goods with ship crew in order to test the vigilance of Port Facility staff

  12. Controller Tasks • Driver 1 : • To deliver a consignment of ships stores to the Port Facility • To include items for exchange with contraband goods from the ship crew • The items will not be included in the Delivery Order • To unload ship stores and exchange items in a Restricted Area

  13. Controller Tasks Ship crew : To bring contraband goods to the Restricted Area for exchange with items from the ship stores delivery

  14. Controller Tasks • Carry the “Letter of Identification” and tender it if harassed
