  1. MOBILE/WIRELESS BROADBAND • QUALITY OF SERVICE EVALUATION, SPRK EXPERIENCE • Aleksandrs Čerņakovs-Neimarks • Deputy Director of Electronic Communications and Post Department, Public Utilities Commission, Latvia • Marciena, 29-30 August 2013

  2. Does average customer know what is Broadband? • Does average customer understand the difference between wireless (mobile) and wire (fixed) connection to internet? • Does average customer expect another quality of his/her access to internet switching from wire technology to wireless? • Do mobile operators explain to their customers that they will never have the same quality of service using wireless connection as they have using fibre? • FIVE QUESTIONS TO BE ANSWERED (1)

  3. 5. IF ALL THE ANSWERS ARE NO , WHY DO WE NEED DIFFERENT QoS MEASUREMENT PRINCIPLES, REQUIREMENTS AND PARAMETERS FOR WIRE AND WIRELESS SOLUTIONS? • FIVE QUESTIONS TO BE ANSWERED (2)

  4. Download/Upload Speed TEST Packet loss ratio Latency • PARAMETERS TO BE MEASURED Jitter

  5. ISPTEST MEASUREMENT SYSTEM EXISTS FROM 2007 • Measurement platform is based on Visualware measurement platform (www.visualware.com) • User interfaces and access tools are designed by two Latvian companies • This is a common measurement platform for both wire and wireless types of broadband • Access to measurement tool http://itest.sprk.gov.lv • Visualware platform allows to measure more parameters • MEASUREMENT PLATFORM

  6. ISPTEST CONNECTIONS

  7. REGULAR TEST • Modems available in operators service centres in current year January were used • During the year 2012 in 200 placesand during year 2013 7 months in 95 places measurements across the country were provided • 5 measurements in every mobile internet access providers network were made in eachplace • 3 GSM/UMTS (BITE, LMT, TELE2) and 1 CDMA (Triatel) mobile internet access providers in Latvia were tested • MEASUREMENTS PROVIDED

  8. TOP 20 MEASUREMENTS • Modems available in operators service centres in August were used • Measurements in 20 largest cities in 3-10 places • 3 GSM/UMTS and 1 CDMA mobile internet access providers were tested • 5 measurements to every mobile internet access providers network were made in any place • ADDITIONAL MEASUREMENTS PROVIDED IN 2012

  9. REGULAR AND TOP 20 MEASUREMENTS

  10. MEASUREMENT PLACES 2012

  11. MEASUREMENT PLACES 2013, 7 MONTHS

  12. Regular testsareprovided according to the same requirements as in 2012 • 24 hours tests will be provided in 10-15 places where: • will be measured QoS parameters values for all mobile internet access service providers 24 hoursa day 7 days a week • all modems operate via Ethernet switch • measurement tool will be placed in post offices • MEASUREMENTS PROVIDED IN 2013

  13. 24 HOURS MEASUREMENTS

  14. Average results for every measurement place for every operator are calculated • All results are divided into speed groups: • < 256 kbps • 256 kbps – 1 Mbps • 1 Mbps – 2 Mbps • 2 Mbps – 4 Mbps • 4 Mbps – 6 Mbps • 6 Mbps – 10 Mbps • > 10 Mbps • RESULTS PROCEEDING AND PUBLISHING (1)

  15. Average results for every measurement place for every operator are included in Annual QoS Report in comparable way • Measurement results divided into speed groups are included in Annual QoS Report in comparable way • Map with specified measurement places is included in Annual QoS Report • Annual QoS Report is published in SPRK website at thefirst week of April • RESULTS PROCEEDING AND PUBLISHING (2)
