  4. FY14 NDAA Update • Full House Passed June • Early Optimism – House rejected fees & pay cap • SASC Passed June • SASC (P) rejected fees; kept pay cap • Needs to clear full Senate • Conference in Fall?

Five-Year Outlook • Tough Under Any Scenario • Defense Budget Already Cut $500B…Sequestration Cuts Another $500B…PB proposal to “de-trigger”: • Cap Military Pay/Revive Health Care Fees • Adopt Chained CPI • Short Term: All Must See “Shared Pain” • If Follow History: Will Cut Defense Too Deep • MOAA Goal: Avoid Disproportional Sacrifice

  6. Chapter Recruiting 2013 • Linked to New Membership Model • Focused recruiting to chaptermembership • Aimed at 300K+ non-chapter • Retained Gold Bar program • Incentives for recruiting new chapter members and retaining current chapter members

Enhanced CRP Features • Rosters - 278 rosters (156 last year) • Recruiting Lists – improved accuracy • E-mail Addresses – shared 17,000+ • Forms and Brochures – new electronic and hard copy application and reporting tools • Chapter Ads – high resolution and digital ready • On-line Chapter Member Dues Renewal – ready for 2014 chapter dues collections

Chapter Recruiting Incentives • $10 per new chapter member (Note: must be national MOAA member*) • Retain quarterly awards – chapter member based: $500 council/$250 independent chapter (minimums - council 30/chapter 10) • Retain year end 10 category winners - $1000 • Establish annual retention incentive • $500 for 90% and higher (minus moves/deaths)* • Recruiter of year recognition • $1000 to top recruiter’s chapter

The Road Ahead • Submit updated rosters • Doubled in 2013 • By Feb 1 to qualify for 13/14 retention incentives • USAA Sponsorship growing – 35 requests to date only 25 last year • Identify/conduct Chapter Revitalizations • Execute Council “Alignment/Assignment” model • Goal – each congressional district covered • Councils/chapters key to: • Identify/align congressional district coverage • Coordinate council/chapter congressional chairs • Lead in new chapter/satellite development
