  2. OEI’s Recovery Efforts • $40.5 million for the State Energy Program • $9.5 million for the Energy Efficiency & Conservation Block Grants Program • $? for an Appliance Rebates Program

  3. State Energy Program • Will fund energy efficiency and renewable energy improvements for buildings • $17 million for the buy-down of public sector projects

  4. State Energy Program • $5 million in low-interest loans for non-profit facilities • $7 million in low-interest loans for private facilities

  5. State Energy Program • $2 million in grants for technology demonstration projects • Examples include: • Smart grid • Solar panels • Small wind systems

  6. State Energy Program • $2 million for the buy-down of “innovative” projects • $1 million in grants for training programs that will help quickly implement the SEP

  7. State Energy Program • Applications are due to OEI on August 12, 2009 • Application criteria includes: • Jobs created • Funds leveraged • Energy saved • “Shovel-readiness”

  8. State Energy Program • An energy analysis must be included with all SEP applications • The application package can be found atwww.energy.iowa.gov/ARRA09/ • OEI staff are available to assist applicants

  9. Energy Efficiency & Conservation Block Grants • Provides energy funding to local governments • Larger cities and counties will be funded directly through DOE ($11.5 million) • Smaller cities and counties will be able to apply through OEI ($9.5 million)

  10. Energy Efficiency & Conservation Block Grants • Eligible activities include: • Energy audits • Financial incentive programs • Retrofits for nonprofits and governmental agencies • Transportation programs • Efficient traffic signals and street lighting

  11. Energy Efficiency & Conservation Block Grants • OEI submitted Iowa’s application to DOE in late June and expects to release applications in late August • An additional $455 million will be available competitively through DOE

  12. Energy Efficient Appliance Rebates • Guidance from DOE is yet to be released • Several million in funding is expected • Program will likely focus on residential Energy Star products

  13. Competitive Opportunities • $19.4 billion is available in competitive energy opportunities at the federal level • Public, private, and non-profit entities will all be able to compete for this funding • OEI won’t manage these programs, but can assist anyone applying to them

  14. Competitive Opportunities • Competitive opportunities that are currently open include funding for: • Smart grid projects • Hydroelectric projects • Building efficiency projects • Carbon capture projects • And many others
