MTAC 142 Issue Statement • Using the framework of Start-The-Clock (STC) events established for letters and flats; establish start-the-clock events that are consistent across all commercial market dominant parcel categories including: • Standard Mail parcels/NFMs • First-Class Mail parcels • Package Services (BPM parcels, Media & Library Mail) • Parcel Select • Priority Mail • For competitive products we will only share STC methodology • All induction methods are to be covered: • Drop Ship at NDCs and SCFs • Drop Ship at DDU • Entry at Business Mail Entry Units • DMU Entry with USPS Transportation • DMU Entry with Mailer Transportation

  3. MTAC 142 STC: Nested Containers Nested Containers Start the Clock (STC) = Container Scan at USPS Facility via use of 99M Origin and Destination Entry : • Entry at Post Office with BME • Entry at NDC or P&DC/F with BME • Detached Mail Unit • DDU/Post Office Entry

MTAC 142 Option - Assumed Nested Containers Mail in ‘known’ containers but not in a specific container: Research feasibility of building logic to reconcile containers received: • All containers present STC = container scan. • Concept currently being evaluated: • Add a second header record (H2) for container barcodes associated with manifest • Manifest must be transmitted before tendering shipment to USPS • All containers NOT present STC = first enroute scan on pieces. Note: Scope of project will be evaluated to determine if it is feasible and can be done in a cost effective and timely manner (Jan. 2012).

MTAC 142 STC: Non – Nested Containers Non – Nested Containers STC = First Enroute Scan on Pieces Origin and Destination Entry : • Entry at Post Office with BME • Entry at NDC or P&NC/F with BME • Detached Mail Unit Destination Entry – DDU / Post Office: • STC = AAU scan at time of carrier route distribution

  6. First-Class Mail, Standard Flats, Periodicals, Package Services MTAC 142 CAT/CET: First-Class, Standard, Periodicals, Package Services • Proposed National CAT/CETs have been identified for operational scenarios involving induction method, mail class, and preparation

  7. MTAC 142 Customer Service Agreements (CSAs) Market Dominant • CETs will be used to determine STC day. Competitive • CETs will be used to determine STC day unless a CSA is negotiated with the local facility.

MTAC 142 Start-the-Clock - Market Dominant vs. Competitive Market Dominant • Start the Clock • Nested = container scan • Non-Nested = first enroute scan or Arrival at Unit Scan at Post Office • Mailer specific data will be available for review • Industry level data available at aggregate level Competitive • Existing Internal measurement will remain unchanged • Diagnostic reports will be developed using Market Dominant STC rules • Mailer specific data will be available for review • Performance will not be reported publicly

MTAC 142 Timeline • Current 99M Capability • Shipping Services Manifest File v1.6 allows nesting of packages to 99M container barcodes (IMcb) and tray/sack barcodes (IMtb) • Package to container link provided by customers in files to USPS • Package level unload / load event information extracted back in the Shipping Services Extract File v1.5 format • November 2011 • Final MTAC readout for Work Group #142 • 99M Use Optional • Specific 99M scan event verbiage will be the same as that used for package level unload/load event information • January 2012 • Provide cost/benefit of assumed nested containers • September 2012 (Tentative) • New Extract File v1.6 to include the respective 99M barcode number in the scan event records for each package barcode (PIC) • Implemented after inaugural Product Tracking System – II Deployment • Will include scan events for container barcode scans

  10. MTAC 142 Next Steps Items for other workgroups or future enhancements • Provide cost/benefit of assume nested containers (Jan. 2012) • STC / measurement of returns for future WG • Delineation of physical versus logical scans for future WG
