  4. DISTRIBUTION OF POPCORN MACHINE TO SHG ON COMPETITION BASIS TO ENCOURAGE FARMERS UNDER INNOVATIVE ACTIVITIES OF THE SCHEME(6 Nos.)

Convergence with research and extension • State Level – With ICAR and College of Agriculture Engineering & Post harvest technology(CAEPHT),Spices Board,NHB,NRC-Orchid, -(technology) • District Level – with KVKs (researchable issues, demonstrations, trainings, block action plan, district action plan & SREP)

  7. Fund Utilization • 10% state grant sanctioned. • First installment of central share released but not yet received. SEWP 2012-13

  8. Third party monitoring and evaluation • NIRD, NE, Guwahati has been already assigned with the task of monitoring and evaluation. • The team is visiting different ATMA districts. • The reports will be ready within two months. • The first installment is already released.

  9. Mass media support to Agricultural Extension • Documentary films by Doordarshan, Gangtok in co-ordination with SAMETI,ATMA & KVK and telecast through DD, North East for all the agriculture and allied sector programmes. • District level mass media committee formed & committee meeting quarterly on different themes of documentary to be documented by DD Gangtok. • All India Radio, Gangtok is not regular in telecasting agricultural programmes.

  10. Establishment of Agri. Clinics & Agri. Business Centre (AC&ABC) • SAMETI, Sikkim has been identified as Nodal Training Institute (NTI) by MANAGE, Hyderabad. • Selection of the candidates will be made through interview by advertising in the local papers. • Remote likelihood of finding Bsc.Ag. qualified candidates. • Case being taken up separately with MANAGE, Hyderabad for relaxation of norms.

  11. Training by MANAGE, Hyderabad & EEI,Jorhat

PG Diploma in Agriculture Extension Management. • 16 officers are qualified and got their diploma certificates. • 10 officers appeared for the same and results are awaited. • Suitable candidate with Bsc. Ag. qualification not available. • Proposed to enroll newly recruited BTMs for PG diploma course, who are science graduates but lacks Bsc. Ag qualification. • Qualification norm relaxation - as these BTMs have performed excellently well for last nine months. They possess adequate field experience and knowledge to complete the course successfully.

  13. Diploma in Agricultural Extension Services of Input Dealer (DAESI) • Lack of skill entrepreneurs as input dealers. • Lack of interest of the dealers to enroll for this programme. • The scheme may be tried out but possibility of many dealers attending classes on payment of fee unlikely. • Scheme being publicized with the dealers.

  14. Kisan Call Centre (KCC) • The toll free number of the call center has been advertised by publishing in the monthly newsletters, on display banners, etc. • The names of the officers along with the contact number has been sent to KCC, Guwahati for call forwarding incase of any queries. • In case KCC is unable to resolve telephonic enquiry, they have been directed to forward the calls to the relevant subject matter specialist . Whose names and cell numbers are given in the next slide sector wise

  16. Publication of the farmers friendly handbooks/flyers • Monthly newsletter • Flyers in local language on the schemes implemented by FS&AD Department. • Compendium on farmer friendly handbook of Govt. of India (multiplied and distributed to the farmers)

  18. ISSUES • High employee turnover amongst extension workers on consolidated pay due to persons being over qualified, not being satisfied with consolidated pay. They continually seek better carrier options. This causes loss of skilled manpower and recourses spent on trainings. • Suggested to employ educated rural youths (10+2) from the same block. • Poor response by Doordarsan due to lack of affiliation on by non local with the state issues. • Non participation of All India Radio in the meeting of district level mass media committee. • Lack of qualified personnel for registration under AC & ABC. • The response to the KCC calls made from Sikkim is disheartening as the calls are directed to TN.
