  3. MEGHALAYA - Basic Facts Location : between 25° 1’ & 26° 5’ North Latitude and 85° 49’ & 92° 52’ East Longitude. Area = 22,429 sq km Altitude = 300 mts to 2000 mts above MSL Temperature range = 2 to 36 degrees Celsius. Rainfall = 12,000 mm annual average. Population = 29,64,007 (2011 census) No. of districts = 7 + 4 Gross cropped area =2,65,874 Ha. (11.86%) of the total geographical area (22.42 lakh Ha)

STATE’S AGRICULTURAL PROFILE • Major crops: Paddy, Maize, Potato, Vegetables. • Major Fruit crops: Pineapple, Orange, Banana, Pears, Plums, Peaches, Strawberries. • Spices: Ginger, Turmeric and Chillies • Plantation crops: Arecanut, Tea, Cashew nut • Agro-climatic zones: 5 • Main Rabi crops : Spring Paddy; Winter vegs.; rapeseed & mustard

Scientific Input Management • Demand vis-à-vis consumption of Pesticides discussed in Zonal Conference for NE states • Sale Points = 112 • IPM for judicious use of pesticides • Use of complex fertilizers yet to be accepted by farmers • Three soil testing laboratories & three Soil testing mobile vans • State has developed online soil health cards

  7. Strategy for Technology Extension • Extn. Reforms initiated in 2005-2006 • Revived in 2010-2011 with ATMAs & SAMETI registered under Registration of Societies Act • Deployment of manpower with Director SAMETI, State Coordinator & PDs • Dy. Directors down the line not recruited • Convergence between Res. & Extn. Yet to materialize except with KVKs

Strategy for Ensuing Rabi 2012-13 • Less rain from April – July but improves during August – September 2012 • Availability of quality seeds tied up during Zonal Conference NE states • NSC, SFCI – Seed corporations for seed supply • Spring paddy encouraging • Water harvesting structures • Diversification with spring paddy & winter vegetables

  11. SEEDS REQUIREMENT • Certified Seeds – Total requirement of seeds is 4610 qtls. • Source – 4360 qtls ( NSC ) 250 qtls ( Others ) • Paddy 2890 qtls, Maize 850 qtls Mustard 150 qtls & Pulses 720 qtls • Seed Agencies – NSC, SFCI & other State seed-producing Agencies, Registered growers

Incentivizing Prodn. & Procurement – Oilseeds & Pulses • Rapeseed & Mustard main oilseed crops • Pulses area in rabi not significant • Better remuneration with winter vegetables • Spring paddy gives more yield than normal paddy grown in Kharif • NFSM introduced in 2011-2012 – yet to obtain results

  14. STRATEGY FOR TECHNOLOGY EXTENSION.Contd…. • Project Director Appointed. 7 Nos. • State Level SLSC, IDWG , SFAC. • District Level committee. Governing body, management committee & DFAC. • Block level BTT and FAC. • Registered under Society Act at State & District Level.

  15. Rice – What Meghalaya Needs Suitable High Yielding Varieties (especially for mid-altitudes), Hybrids which are acceptable to local palate, meet our food security leading to export. Develop our aromatic and speciality rice Organic Rice production and certification

Meghalaya – Veritable Strengths Moderate climate and fertile soil Good quality water, good rainfall A diversity of climates ranging from tropical to temperate Favorable terrain for horticulture Proximity to the airport and rail stations of Guwahati Road connectivity throughout the State Long international border with Bangladesh (past experience of border trade) Look East policy – proximity to Bangkok, Kuala Lumpur and Singapore

  17. Problems Faced by Farmers Lack of remunerative prices and uneconomic returns to farmers Un-organised Marketing Fluctuating Market Prices Absence of Post Harvest Management Lack of Forward Linkages Distress Sales WATER MANAGEMENT needs - RWH

State Requirements Appropriate technology for rain-water harvesting, water conservation and proper water management practices fully utilise the irrigation potential of the State with advanced and appropriate technologies Technology for Value Addition Post Harvest Management Cold Chains including Reefer vans Processing – near main production centres Vertical Integration – forward and backward Development of “Q” Quality Products , HACCP Certifications for Processed Products, GAP compliant farms
