Panorama brasileiro • Formal • Direito de requisição – Art. 5º, inciso 33 da Constituição. • Dever de informar – Art. 37 da Constituição. • Na prática • O Estado informa pouco e mal. • Abismo entre a esfera Federal e as esferas estadual e municipal. • Grandes diferenças entre os poderes. • Grandes diferenças entre estados (e entre municípios). • Falta de regulamentação dos dispositivos constitucionais.

Requisitos para o uso da informação • No Estado • Mecanismos de coleta sistemática. • Mecanismos de integração e análise de dados. • Precedência da racionalidade sobre as conveniências políticas. • Na sociedade • Imprensa. • Organizações sociais. • Setor privado. Nada disso funciona bem no Brasil.
