Stimulus Money and the Impact on the FY 2011 Budget FY 2010 budget had $1 billion State Fiscal Stimulus funds in it for the General State Aid and Early Childhood programs(not including the Title I or IDEA stimulus funds) These funds are gone for FY 2011 State funding will need to increase by this amount just to keep level funding Many proposed budget so far, none passed yet

  3. FY 2011 State Board’s Recommended Budget General State Aid (GSA) appropriation would be flat GSA Hold Harmless would be reduced 50% Orphanage Tuition would decreased 16.0% Special Education Private Tuition would increased 15.1% Mandated Categorical allocation overall remains flat

FY 2011 Governor’s Proposed Budget General State Aid (GSA) foundation amount will decrease $450 to $5,669 Flat Grant School Districts will not be funded with General State Aid (poverty will be funded) GSA Hold Harmless will not be funded GSA funding formula may change, i.e. from foundation to alternate method M-Cats decreased approximately 21%

  5. HB 859, Amendment 3 not yet passed General State Aid (GSA) appropriation held to FY 2010 level GSA Hold Harmless appropriation held to FY 2010 level M-Cats decreased at approximately 17% Lump Sum distribution of $370,743,600 for remaining grants

  6. HB 859, Amendment 3 not yet passed If HB 991 is passed, an additional $131,472,700 will be appropriated to the HB 859 lump sum appropriation for other grants. This will put it at the same level as specified in SB 1211 If the cigarette tax is passed in HB 991, HB 859 appropriations for the following M-Cats will increase: SE Personnel $91,448.3 m SE Funding for Children Requiring SE Services $59,160.0 m SE Private Facility $23,447.2 m SE Transportation $72,603.4 m Reg/Voc Transportation $81,090.3 m These programs would then be level funded to FY 2010 appropriation

  7. SB 1211, Amendment 1 not yet passed General State Aid (GSA) appropriation held to FY 2010 level GSA Hold Harmless appropriation held to FY 2010 level M-Cats decrease approximately 18% Lump Sum appropriation of $502,216,300 for remaining grants

SB 1211, Amendment 1 not yet passed If SB 991 is passed, the cigarette tax will be utilized to increase the SB 1211, amendment 1 appropriations for the following M-Cats: SE Personnel $91,448.3 m SE Funding for Children Requiring SE Services $59,160.0 m SE Private Facility $23,447.2 m SE Transportation $72,603.4 m Reg/Voc Transportation $81,090.3 m These programs would then be level funded to FY 2010 appropriation
