  2. U.S. Navy Uniform Regulations (Chap 1) U.S. Navy Uniform Regulations NAVPERS 15665I Purpose: • Provide descriptions of all authorized U.S. Navy uniforms components, and • Provide guidance for all Navy activities prescribing uniform wear in order to present a uniform image world-wide.

  3. U.S. Navy Uniform Regulations (Chap 1) Applicability The Provisions of this manual apply to all personnel who are authorized to wear the U.S. Navy uniform. It is issued for information and guidance, and requires compliance when wearing naval uniforms.

  4. U.S. Navy Uniform Regulations (Chap 1) Navy Uniform Board Deputy chief of Naval Operations (Manpower and Personnel) (N1) is charged by the CNO, through the Navy Uniform Board, to continuously review U.S. Navy uniform matters. The Navy Uniform Board, reporting to the CNO via the VCNO, assists the CNO in discharging his responsibilities for naval uniform matters.

U.S. Navy Uniform Regulations (Chap 1) Composition • President: Deputy Chief of Naval Operations (N1). • Regular members: • Commander, Naval Supply Systems Command • Special Assistant for Women’s Policy (Pers-00W) • MCPON • Fleet Master Chief, (Atlantic, Pacific, Naval Forces Europe), and • A Senior enlisted woman with extensive sea duty experience

  6. U.S. Navy Uniform Regulations (Chap 1) Working Groups The President is authorized to convene working groups as necessary to perform special functions and studies in carrying out the mission of the Navy Uniform Board.

  7. U.S. Navy Uniform Regulations (Chap 1) Permanent Staffs The President will designate a post-tour Command Master Chief as the Assistant for Navy Uniform Matters. The permanent staff will support the President in carrying out his or her responsibilities.

  8. U.S. Navy Uniform Regulations (Chap 1) Clothing Replacement Allowances (CRA) • CRA is a cash allowance provided for replacing a minimum quantity of each required uniform and paid over the estimated useful life of the articles. • Members may acquire and maintain more than the initial issue at their own expense.

  9. U.S. Navy Uniform Regulations (Chap 1) Clothing Replacement Allowances (CRA) (Cont) • CRA is for replacing uniforms. Washing, dry cleaning, alterations, and repairs are the member’s responsibility.

  10. U.S. Navy Uniform Regulations (Chap 1) Organizational clothing, I.e., foul weather jackets, green flight jackets, coveralls: • Is authorized for wear with working uniforms only during actual performance of special work or duties for which organizational clothing is designed.

  11. U.S. Navy Uniform Regulations (Chap 2) Mission The mission of the Navy Uniform Board is to consider any matter related to Navy uniforms in which a perceived problem exists or in which a possible improvement can be made.

  12. U.S. Navy Uniform Regulations (Chap 2) Articles (working and service uniforms) One wireless communications device may be worn on the belt, either side of the body and aft of the elbow. Devices will not be visible from the front and worn in such a manner as to impede the normal wear and appearance of the uniform.

  13. U.S. Navy Uniform Regulations (Chap 2) Computer bag/brief case and backpacks May be worn across the left shoulder of service and working uniforms to facilitate saluting. When wearing a bag, the strap must be worn across the left shoulder with the bag hanging on the same side of the body. Backpacks may also be worn over both shoulders when wearing the working uniform. All bags must be solid black or navy blue in color.

  14. U.S. Navy Uniform Regulations (Chap 2) Sunglasses Conservative sunglasses are permitted, except in military formations. Military Creases Military creases on shirts are an individual option. Sewn-in creases are not authorized.

U.S. Navy Uniform Regulations (Chap 2) Navy personnel assigned to Marine Corps • Navy personnel assigned to Marine Corps units who elect to wear and are issued Marine Corps service uniforms at no expense, will abide by grooming standards established for Marines. • Navy personnel assigned to M/C units who do not elect to wear M/C uniforms will abide by Navy standards.

U.S. Navy Uniform Regulations (Chap 2) Hair (men) • Hair above the ears and around the neck shall be tapered and outward not greater than ¾ inch to blend with hairstyle. • The bulk of the hair shall not exceed approximately two inches. • Plaited or braided hair shall not be worn while in uniform or in a duty status.

U.S. Navy Uniform Regulations (Chap 2) Hair (women) • Ponytails, pigtails, widely spaced individual hanging locks, and braids which protrude from the head, are not authorized. • When a hairstyle of multiple braids is worn, braids shall be of uniform dimension, small in diameter (approx. ¼ inch) • With jumper uniforms, hair may extend a maximum of 1-1/2 inches below the top of the jumper collar.

  18. U.S. Navy Uniform Regulations (Chap 2) Hairpieces • Wigs or hairpieces shall be of good quality and fit, present a natural appearance and conform to the grooming standards set forth in the Uniform Regs. • Men – Wigs or hairpieces may be worn by active duty personnel while in uniform or duty status only for cosmetic reasons to cover natural baldness or physical disfigurement.

  19. U.S. Navy Uniform Regulations (Chap 2) Hairpieces (Cont) • Women – Wigs or hairpieces meeting women’s grooming standards are authorized for wear by personnel while in uniform or duty status. Fingernails • Men – shall not extend past fingertips. They shall be kept clean • Women – shall not exceed ¼ inch measure from the fingertip. Nails may be polished, but colors shall be conservative and complement the skin tone.

  20. U.S. Navy Uniform Regulations (Chap 2) Rings • While in uniform, only one ring per hand is authorized, plus a wedding/engagement ring set. Rings are not authorized for wear on thumbs. Earrings • Men – Not authorized while in uniform. Additionally, earrings are not authorized in civilian attire when in a duty status or while in/aboard any ship, craft, aircraft, military vehicle or on any base. • Women – One earring per ear. Shall be 4-6mm. Gold for officers/CPO’s and silver for enlisted.

  21. U.S. Navy Uniform Regulations (Chap 2) Body Piercing • Not authorized while in uniform, except for earrings. Necklaces/Choker • While in uniform, only one necklace may be worn and it shall not be visible. Wristwatch/Bracelets • While in uniform, only one of each may be worn. Ankle bracelets are not authorized while in uniform.

  22. U.S. Navy Uniform Regulations (Chap 2) Tattoos/Body Art/Brands • Will not be visible through uniform clothing. Waivers may be requested for prior service and existing tattoos from the Deputy Chief of Naval Operations. • Tattoos that are prejudicial to good order, discipline and morale or are of a nature to bring discredit upon the Navy are prohibited.

  23. U.S. Navy Uniform Regulations (Chap 3) Uniform Requirements (Officers/CPOS) • There is no minimum number of uniforms required to be in their possession. Sufficient quantities of uniform items shall be procured and maintained to ensure high standards of personal hygiene and appearance. Uniform Requirements (E6 and below) • Minimum numbers of uniform components required are listed in Tables 3-1-1 and 3-1-2 of the Uniform Regs.

  24. U.S. Navy Uniform Regulations (Chap 3) Ownership Markings • Markings shall be a stencil consisting of owner’s surname and last four digits of SSN • Stencil letters shall be approximately 3/8 inch high blocked letters. Transfer of Clothing • No transfer or exchange of an enlisted person’s uniform clothing shall be made w/o the CO’s authorization. When such transfers are authorized, the name of the former owner shall be obliterated with a red “D.C.” (discarded) stamp and purchaser’s name will go above or below the stamp.

  25. U.S. Navy Uniform Regulations (Chap 3) Non-Availability of Women’s Uniform Items • Navy Uniform Shops and Ships’ Stores are available to order “special fit” uniforms for women. In the event that special ordering uniform items is not practical, Navy women are authorized to wear the following male uniform items. • Outer garments (overcoat, all weather coat, sweaters, ect.) • Shoes (service and safety) • Rating Badges, Navy Coveralls, Belts and Buckles • Utility Shirts and Trousers • Working Khaki Shirts and Trouser

  26. U.S. Navy Uniform Regulations (Chap 3) Non-Availability of Women’s Uniform Items • The wear of these items is optional and they may continue to be worn as long as serviceable. The End
